The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division guides the department's digital capability and is leading digital transformation for Victorian government schools. The division architects, manages and supports the largest technology network in Victoria, supporting a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.

About the Role
The Platform Delivery and Quality Assurance Manager is responsible for leading the delivery and quality assurance functions across the Digital Design and Innovation Branch, ensuring the successful execution of programs and platform initiatives in accordance with agreed timelines, budgets, scope, and quality standards. The role provides leadership and capability development for a delivery team comprising Delivery Managers, Delivery Leads, and Delivery Coordinators, with accountability for both people management and the ongoing development of delivery practices and competencies.
The role also leads the Quality Assurance function, including the QA Test Manager and Senior Test Analysts, overseeing the development and execution of platform testing strategies, test governance, and quality assurance processes to ensure products and services meet required standards prior to release. This includes the management of internal and external testing resources and ensuring compliance with established testing frameworks, policies, and standards.
The Platform Delivery and Quality Assurance Manager is accountable for establishing and maintaining delivery governance, standards, methodologies, and frameworks across multiple system integration partners, driving consistency, transparency, and effective delivery outcomes. The role works closely with business and technology stakeholders across the department to manage priorities, resolve issues, mitigate risks, and ensure alignment between strategic objectives and delivery execution.

Desirable Qualifications and Experience
Essential:
- Minimum 5 years' experience in product design and delivery, working across complex digital products and services in large, multi-stakeholder environments.
- Proven capability onboarding and managing system integration partners, including fixed-outcome contract and commercial delivery assurance.
- Proven experience coordinating end-to-end delivery across multiple technical domains.
- Experience operating within established governance, architecture and assurance frameworks.
- Deep understanding of best practice product delivery, agile practices and governance frameworks within structured enterprise or government environments.
- Strong leadership in stakeholder engagement, dependency management, risk oversight and delivery execution across complex programs or portfolios.
- Strong stakeholder engagement, negotiation and communication skills, with the ability to influence at all levels of an organisation.
Desired
- Experience on Salesforce and/or ServiceNow
- Experience writing briefings and procurement documentation in a government department
- Scrum and/or PM certification
