Job Tasks and Responsibilities
The Senior Training Advisor is responsible for leading the project's training, workforce development and capability functions, ensuring personnel possess the qualifications, competencies and skills required to safely and effectively deliver project outcomes.
Training Strategy, Governance and Compliance
- Ensure training requirements align with the PSDR, VESI, legislative and organisational obligations.
- Develop, implement and maintain the Training Skills Management Plan, Workforce Development Plan and Training Matrix, ensuring objectives are achieved and reviewed at least every six months.
- Develop annual and project-specific training plans to meet contractual and operational requirements.
- Monitor, analyse and report on training effectiveness, workforce capability outcomes and training compliance.
- Manage training budgets, forecasting and resource allocation.
- Drive continuous improvement across training systems, processes and reporting.
Workforce Development
- Design and implement workforce development initiatives, including cadetship, traineeship and workforce entry programs.
- Develop and maintain structured learning and career pathways for trainees, cadets, apprentices and emerging workers.
- Support leadership capability development and succession planning initiatives.
- Monitor trainee and cadet performance, progression, completion and retention outcomes.
Stakeholder and Provider Management
- Establish and maintain effective relationships with Registered Training Organisations (RTOs), universities, TAFEs and other training providers.
- Work collaboratively with the Senior Advisor, Indigenous and Industry Participation to support Aboriginal employment, local participation and workforce development outcomes.
- Develop workforce participation initiatives that support project capability and employment objectives.
Training Delivery and Operations
- Oversee training forecasting, scheduling, attendance management, training records and governance processes.
- Ensure training delivery activities are aligned to workforce mobilisation and project requirements.
- Monitor training provider performance and implement improvement initiatives where required.
Induction Program Management
- Own and continuously improve the project induction framework, standards, content and delivery model.
- Ensure all personnel complete mandatory induction requirements prior to commencing work.
- Oversee the scheduling and delivery of face-to-face induction programs to support workforce mobilisation requirements.
- Monitor induction attendance, completion rates, participant feedback and onboarding effectiveness.
Essential Skills / Qualifications
- 6+ years experience in training and learning and development
- Experience managing training and workforce development programs.
- Experience with Learning Management Systems and Competency Management Systems.
- Experience developing cadetship, trainee or apprenticeship programs.
- Experience managing training providers and RTO relationships.
- Strong leadership and stakeholder engagement skills.
- Experience managing direct reports and workforce development initiatives.
- Strong reporting, planning and analytical skills.
- Experience within major infrastructure, utilities, energy, construction or transport projects.
- Qualification in Learning & Development, Human Resources, Business or Education.
