THE OPPORTUNITY
ICON's Project Services team runs cost control across a genuinely diverse portfolio — offshore brownfields, P&A campaigns, and rig modification work spanning Australia and Southeast Asia, including recent P&A campaign work and rig modification scopes. This role carries senior-level ownership of cost control on complex, multi-contractor offshore scopes, working directly with Project Managers on live projects rather than reporting numbers from the sidelines.

THE ROLE
Reporting into the Project Services function, you'll own cost control on a portfolio of offshore and brownfields projects — building control budgets and estimates against project scope and WBS, running Value of Work Done evaluations for subcontractors and clients, and driving forecasting and Estimate to Complete analysis. You'll be the person Project Managers rely on for an accurate read on cost performance, not just a monthly report. The scopes are genuinely varied — rig modifications, P&A campaigns, and brownfields work — and the role expects someone who's carried this accountability before, ideally on Tier 1 operator projects, and can operate with minimal oversight.
KEY RESPONSIBILITIES
- Develop and maintain control budgets and estimates across the full project life cycle, aligned to scope and work breakdown structure
- Lead Value of Work Done evaluation and preparation for subcontractors and clients
- Drive project forecasting and Estimate to Complete analysis across active scopes
- Perform earned value analysis, cost reporting, and cost performance evaluation
- Identify and analyse cost variances — trends, risks, and opportunities — and escalate where needed
- Assess variations and claims and manage cost change control end-to-end
- Present cost performance data and forecasts directly to Project Managers as part of overall project status reviews
- Mentor junior cost control or project services staff where portfolio structure requires it
WHAT WE'RE LOOKING FOR
Essential:
- 6–9 years' cost control experience in oil and gas, with direct exposure to offshore project scopes ideal.
- Experience working within a contractor company environment, not solely client-side.
- Tertiary qualification in Engineering, Construction Management, Finance, Project Management, or Quantity Surveying.
- Demonstrated ownership of cost control on complex, multi-contractor projects — budgets, forecasting, EVA, and variance analysis.
- Strong working knowledge of MS Project or equivalent cost/schedule tools.
- Confident communicating cost performance and risk directly to Project Managers and senior stakeholders.
Desirable:
- Experience on Tier 1 operator projects.
- Exposure to estimating and probabilistic (risk-based) cost analysis.
- Experience across rig modifications, P&A, or brownfields project types specifically.
- Familiarity with claims and variation assessment processes.
