The Department of Justice and Community Safety is seeking a Senior Adviser, Research and Evaluation to provide a critical role within Emergency Management Victoria.
About the Business Unit
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary/Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Strategy and Policy Division
The Strategy and Policy business unit develops effective strategies, policies, and legislative frameworks to support emergency management preparedness, response, relief, and recovery in Victoria. The unit collaborates across Emergency Management Victoria, government bodies, agencies, communities, and businesses to implement improvements and reforms that promote safer and more resilient communities. This is achieved by providing essential foundations for the sector, volunteers, and communities, such as supporting reviews and inquiries, managing grant funding, implementing disaster-recovery funding arrangements for Victoria, and ensuring initiatives meet community needs and sector outcomes.
Relief and Recovery Strategy, Policy and Funding Branch
The Relief and Recovery Strategy, Policy and Funding branch leads the development of effective strategies and policies to support relief and recovery efforts across Victoria. The branch collaborates with Emergency Management Victoria, government agencies, not-for-profit organisations, and the community and business sectors to coordinate and enhance relief and recovery initiatives that foster safer, more resilient communities. It achieves this by providing strategic advice to government and senior leaders on relief and recovery policies, embedding continuous improvement processes, managing donations coordination, and ensuring government investments and initiatives meet community needs and sector outcomes. Additionally, the branch oversees the implementation of the Disaster Recovery Funding Arrangements on behalf of Victoria, ensuring the state maximises cost sharing of relief and recovery programs with the Commonwealth government under these arrangements.
About the Role
The Senior Adviser, Research and Evaluation develops, project manages and/or implements monitoring and evaluation of recovery programs and services. The role is responsible for building monitoring and evaluation capacity and capability by providing expert advice, guidance, advocacy and education in program evaluation. The role also coordinates research activities and ensures findings are translated and accessible to facilitate evidence informed policy and decision making.
Some of your duties will include:
- Develop, project manage and/or implement the monitoring and evaluation of recovery services.
- Manage and coordinate research activities through implementation of an EMV research agenda and build strategic research partnerships.
- Manage and coordinate research and evaluation partnerships to ensure delivery within scope, budget and timeframes.

About you
To be successful in this role, you will have:
- Proven experience leading projects in complex and geographically dispersed operating environments and ensuring the highest standards of delivery.
- A strong understanding of the processes and levers that apply to Government.
- Experience in emergency recovery is desirable.
Qualifications/requirements
- A relevant tertiary qualification in evaluation and research is desirable.
