Primary objective
Develop and implement key policy projects that relate to governance and regulatory reform to support the establishment and
implementation of a new statutory board. Ensure project delivery is achieved within legislative requirements and agreed
timeframes.
Context statement
The External Review and Reform unit delivers priority education system reforms aligned to statutory requirements to strengthen
outcomes for Territory students and their families.
Key duties and responsibilities
1. Deliver policy and project activities supporting the establishment of a statutory board, ensuring project milestones,
governance requirements and implementation outcomes are achieved within defined and statutory timeframes.
2. Undertake complex research and analysis across governance, legislation, regulation and policy and develop practical
frameworks, policies, procedures, guidelines and supporting documentation.
3. Monitor project progress, identify risks, issues and dependencies, and implement practical solutions to deliver policy projects
within tight timeframes.
4. Prepare timely, concise, targeted and high-quality correspondence, reports and briefing materials for internal stakeholders
and decision-makers.
5. Develop and maintain productive working relationships with internal stakeholders to support consultation, project
implementation and reform outcomes.
Selection criteria
Essential
1. Demonstrated project management skills, including experience planning, driving and delivering projects within required
timeframes while managing competing priorities.
2. Demonstrated strategic, conceptual and analytical ability, including conducting research and interpreting complex policy,
governance, legislative or regulatory requirements to develop practical, evidence-based policy, frameworks or procedures.
3. Demonstrated organisational skills and attention to detail, including the ability to work autonomously and exercise initiative,
sound judgement, resilience and adaptability to manage complex emerging issues.
4. Demonstrated written and verbal communication skills, including experience preparing clear, concise and accurate reports,
briefings, correspondence or other materials for a range of audiences.
5. Demonstrated stakeholder engagement and interpersonal skills, including the ability to build productive relationships and
work collaboratively across diverse groups to support reform outcomes.
Desirable
1. Tertiary qualifications in public administration, business, project management or a related discipline.
2. Knowledge of governance arrangements, statutory bodies, board operations or regulatory frameworks.
