Primary objective
Lead and coordinate the planning, implementation and delivery of health service reform projects across correctional services, including supporting the
Future State Prisoner Health Project. Improve the efficiency, effectiveness, integration and governance of health service delivery for people in custody,
contributing to improved health outcomes for people in custody and supporting reductions in recidivism.
Context statement
The Rehabilitation and Reintegration division delivers coordinated, person-centred services that support improved health, wellbeing and reintegration
outcomes for people in custody. Through culturally responsive practice, multidisciplinary collaboration and system integration, the Division works to
address complex needs, strengthen continuity of care and support successful transitions back into community. A key priority of the Division is delivery of
the Future State Prisoner Health Project, a joint initiative between the Department of Corrections and Department of Health to establish an evidence based
future model for prisoner health services across Northern Territory correctional settings. The project is focused on addressing critical system and
governance challenges that impact the delivery of health services in custodial environments. This includes strengthening interagency governance and
accountability arrangements, developing contemporary and culturally responsive models of care, and aligning service delivery with broader territory and
national health reform priorities. The Senior Project Officer – Health Services supports the delivery of strategic health reform initiatives across correctional
services. The position undertakes project management, research, analysis and stakeholder engagement activities to support service improvement, health
system reform and the achievement of divisional and departmental priorities.
Key duties and responsibilities
1. Lead the planning, implementation and delivery of health reform projects across correctional services, including monitoring progress, managing priorities
and delivering agreed project outcomes.
2. Undertake research, analysis and evaluation to support evidence-based health service reform, program development, service redesign and system
improvement initiatives.
3. Provide high-level quality advice to senior management and executive on project planning, implementation, risks, opportunities and outcomes
associated with health service reform initiatives.
4. Support the delivery of the Future State Prisoner Health Project, including the development of governance arrangements, service models, reform
priorities and implementation strategies.
5. Coordinate stakeholder consultation and engagement activities across the Department of Corrections, Department of Health, non-government
organisations and other key stakeholders to inform service planning and reform.
6. Contribute to the development and review of health service models, care pathways and integrated approaches that strengthen continuity of care and
improve health outcomes for people in custody.
7. Identify, interpret and apply relevant legislation, policy, strategic frameworks and practice models relevant to correctional health service delivery,
including consideration of cultural and operational factors.
8. Prepare high-level reports, ministerial and executive findings, governance papers, correspondence and strategic advice for a range of audiences.
9. Maintain sound project management, governance, risk management and record keeping practices consistent with departmental requirements.
Selection criteria
Essential
1. Demonstrated experience leading or coordinating complex projects, reforms or service improvement initiatives within health, justice, disability or human
services settings
2. Demonstrated ability to undertake research, analyse evidence and data, and develop practical recommendations that inform policy, program or service
reform
3. Highly developed written communication skills, including preparation of high level reports, briefing papers, executive correspondence and governance
documentation
4. Highly developed interpersonal and stakeholder engagement skills, with the ability to build effective relationships, facilitate consultation and influence
outcomes across diverse stakeholder groups.
5. Demonstrated ability to provide strategic and operational advice to senior management on project priorities, risks, issues and reform opportunities.
6. Knowledge of project management, governance and change management principles, with the ability to apply these in complex service environments.
7. Proven organisational skills, including the ability to manage multiple priorities, meet deadlines and work both independently and collaboratively.
8. Strong understanding of service delivery in the Northern Territory, including knowledge of Aboriginal culture, family and community considerations
relevant to health and correctional service delivery.
Desirable
1. Tertiary qualifications in public health, health management, health services research, criminology, law, public policy, human services or a related
discipline
2. Experience in health service planning, service redesign, model of care development or health system reform. This is informed by the Future State
Prisoner Health Project Focus.
3. Experience working across government agencies and/or within the Northern Territory health, justice or human services sectors. This is informed by
the role’s requirement to work collaboratively with Corrections, Health and external partners.
