Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the `Courts Group'.

VCAT
The Victorian Civil and Administrative Tribunal (VCAT) is a justice service that resolves a wide range of disputes for the Victorian community, including residential tenancies, planning and environment disputes, consumer and building matters, guardianship and administration, professional regulation and human rights. VCAT is committed to delivering an accessible service for all Victorians and is transforming our digital products and services to make it faster, easier, and more convenient for people to come to the tribunal.
About the Role
As Director, Policy and Legal, you will provide strategic leadership across VCAT's legal, policy, complaints and records management functions, driving initiatives that enhance organisational performance, strenthen service delivery and foster a culture of continuous improvement.
You will provide expert legal, legislative and policy advice to senior leaders on complex and sensitive matters. Leading a high-performing team, you will oversee legislative reform, ministerial and parliamentary business, strategic briefings, complaints management and records management.
You will be responsible for:
- leading a high-performing team to develop, review and implement organisational policies, operational frameworks and professional standards that support effective service delivery and performance
- identifying and implementing opportunities to improve organisational capability, systems and processes
- reviewing and reporting on significant legislative and policy issues, risks and emerging trends to support informed decision-making by senior leaders
- ensuring the effective management of financial, people and other resources to achieve business objectives and quality outcomes
- contributing as a collaborative member of VCAT's senior leadership team, supporting organisatonal planning, strategic priorities and a strong leadership culture
About You
You will be a senior leader with extensive experience providing strategic legal and policy leadership within a public sector, justice or similar environment.
You will thrive in complex environments demonstrating purposeful leadership with a strong vision.
Ideally, you will be able to demonstrate:
- proven experience providing authoritative advice on complex legal, legislative and policy matters
- strong skills in preparing ministerial briefs, parliamentary responses or agency submissions
- suprerior political and organisational relationship context with diverse stakeholder groups
- ability to draw on data, evidence and insights to develop a clear narrative and formulate recommendations
- experience in objectively analysing points of view, needs of stakeholders and considering potential solutions for recommended actions or decisions
Qualifications
A relevant tertiary qualification in law, public policy or public administration is highly desirable.
