The Opportunity
The Head of Quality Engineering is accountable for the establishment, governance and continuous improvement of Vocus’ enterprise Testing Practice and Strategy. The role ensures a consistent, repeatable and high-quality execution of testing phases across Vocus’ BSS environments, enabling predictable delivery outcomes across multiple projects, platforms and lines of business.
This role provides strategic leadership to Test Managers and Test Analysts, embedding industry best-practice quality management, promoting automation and secure-by-design testing, and implementing the governance, controls and metrics required to drive transparency, defect reduction and continuous improvement into software engineering teams operating within a scaled agile delivery model.

Testing Strategy & Quality Management Framework
- Define, own and continuously evolve the Vocus Testing Practice and Strategy across BSS and associated platforms.
- Establish a Quality Management Framework aligned to industry best practice (Agile, DevOps, CI/CD, and Quality Engineering principles).
- Ensure testing approaches are consistent, repeatable and scalable across projects, programs and business units.
- Embed quality as a shared accountability across delivery and engineering teams.
Governance, Rigor & Control
- Establish and enforce rigorous testing governance, including standards, policies, assurance checkpoints and compliance to test lifecycle disciplines.
- Provide enterprise-level oversight of test readiness, execution and sign-off across concurrent initiatives.
- Implement quality controls to ensure risk, defects and dependencies are identified early and managed effectively.
Automation, Secure-by-Design & Tooling
- Champion an automation-first testing approach, driving adoption across unit, integration, system and regression layers.
- Promote secure-by-design testing practices, ensuring security, privacy and non-functional requirements are validated early and continuously.
- Ensure adoption of best-of-breed testing tools and practices to support modern software development and a scaled agile delivery model.
- Partner with Engineering and Architecture to integrate testing into CI/CD pipelines.
Test Environments & Enterprise Coordination
- Maintain accountability for enterprise-level test environment management supporting multiple projects and delivery streams.
- Lead the delivery and implementation of consistent test environment methodologies, disciplines and processes across assigned lines of business.
- Manage environment demand, scheduling, dependencies and conflicts to enable predictable delivery outcomes.
Metrics, Defect Management & Continuous Improvement
- Define and implement quality metrics and reporting, including defect trends, test coverage, automation rates and quality outcomes.
- Ensure effective defect tracking, root cause analysis and feedback loops into software engineering teams.
- Oversee the continual improvement of the testing service, using data-driven insights to uplift capability, efficiency and outcomes.
Leadership, Coaching & Capability Development
- Provide leadership, coaching and direction to Test Managers and Test Analysts to ensure alignment to strategy and quality standards.
- Build capability through communities of practice, knowledge sharing and continuous learning.
- Foster a culture of accountability, discipline and continuous improvement across the testing function.
Stakeholder & Business Engagement
- Manage relationships with business customers and associated stakeholders who rely on integrated test environments and quality outcomes.
- Provide transparent communication on quality risks, readiness and outcomes to delivery and business leaders.
- Act as the senior quality advocate across Vocus’ technology landscape.
What you'll bring to the role
Essential
- Proven experience leading an enterprise testing or quality engineering function in a complex technology environment.
- Strong background in BSS platforms and large-scale systems integration testing.
- Demonstrated success establishing testing strategies, governance frameworks and quality management practices.
- Deep understanding of automation, CI/CD and modern software delivery models.
- Experience managing test environments at enterprise scale across multiple concurrent initiatives.
- Strong stakeholder management and leadership capability.
Desirable
- Experience in telecommunications or large regulated environments.
- Exposure to performance, resilience and security testing practices.
- Experience operating within a scaled agile framework.
