The Principal Area Partnerships and System Capacity Partner will report to the Area Executive Director and is part of the Area Executive team.
The Principal APSC Partner leads the Area's contribution to the `Victorian Communities are safe, strong and supported' objective through improving equity, access, safety, and culture. It fulfills this by bringing whole-of-system planning to the functioning of the local area service system. This includes internally delivered services (child protection, family violence, homelessness and complex clients), externally delivered services provided by the funded sector and other enabling bodies, such as local, state and commonwealth government.
The role works closely with Agency Performance and Systems Support (APSS) Manager. This team has responsibility for monitoring performance and building relationships with funded organisations at a local level and implementing place-based initiatives that strengthen resilience, build wellness, and work to connect and empower communities. The role has contract management responsibilities associated with place-based initiatives.
The role is critical in strengthening the capacity and capabilities of funded organisations to improve service and system access and responsiveness, and drive the best outcomes for clients, renters, families and local communities. It contributes to the shared service operating across the Department of Families, Fairness and Housing, and the Department of Health. It does this using data informed approaches to oversee place-based networks and alliances and support strategic and catchment planning, development of client pathways across the service system and demand management. These networks and alliances include:
- Local Area Service Networks (which support the Homelessness Service System within each area)
- Family Services Alliances
- Family Violence Systems Leadership Groups
- Care Services and Leaving Care Alliances
- Other place-based networks and alliances, determined in accordance with priorities of the Area.
ACCOUNTABILITIES INCLUDE
- With a high level of understanding of the local context, strategically review and implement departmental initiatives and approaches that improve service delivery and service system responsiveness, and support initiatives to meet departmental, government and community expectations.
- Work closely with the APSS team to create synergy, enable the leveraging of resourcing, sharing of specialised knowledge and skills, be adaptable and pivot to emerging need through a more comprehensive, 360 degree view, of the community and sector.
- Act as a key source of local advice by maintaining an understanding of issues impacting community services and the service system, and lead critical projects that enhance service delivery, budget effectiveness, efficiency or improved consumer outcomes.
