The Department of Justice and Community Safety is seeking a Senior Policy Officer to provide a critical role within Emergency Management Victoria.
About the Business Unit
Emergency Management Victoria
Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).
The Strategy and Capability Branch
The Emergency Management Strategy and Capability Branch coordinates and drives emergency management strategy, policy, legislative reform, governance, capability, and risk and preparedness priorities to delivery economic, social, environmental and public safety outcomes. The branch coordinates input and responses to reviews and inquiries into the emergency management sector; delivers capability development programs to build sector wide emergency management capability to ensure a skilled, trained, resilient and inclusive workforce, including volunteers, to meet current and future challenges; and provides the risk and preparedness function to support emergency management preparedness through comprehensive risk management, planning, assurance collaboration and co-ordination. It also enables evidence-based decision making and planning through the delivery of strategic programs focused on critical infrastructure and data.
The Strategy and Policy Directorate
The Strategy and Policy Directorate leads the development and implementation of emergency management policy, strategy and legislative change as well as workforce, volunteering and community programs. It supports key reforms to strengthen Victoria's emergency management arrangements, coordinates input and responses to reviews and inquiries into the emergency management sector and oversees the administration of emergency management grants programs.
About the Role
The Senior Policy Officer leads the delivery of strategy and policy advice for the emergency management sector. The role works with national and state committees to shape and advance Victoria's emergency management agenda.
The role is responsible for leading the delivery of critical policy and strategy projects and monitoring EM trends to inform strategy and policy development.
Some of your duties will include:

Manage and maintain workplace culture and practices that achieve EMVs strategic objectives, including:
- contributing to the development and implementation of the annual business plan in line with the statement of direction and strategic priorities

participating in the PDP process, ensuring goals are meaningful and measurable and compliance with all requirements
-
contributing to a safe and healthy working environment for all staff and actively promote a positive and respectful culture across EMV
-
maintaining compliance with all governance requirements.

Provide responsive and high-quality strategy and policy advice to government, senior executive and committees on complex policy issues relating to emergency management and related portfolios.

Prepare submissions and briefs to Ministers, Members of Parliament and senior departmental officials on issues led by th e team, including on significant policy and strategy proposals.

Qualifications/requirements

A tertiary qualification in an appropriate discipline (such as public policy, economics, communications or law) is desirable.
