Primary objective
Provide strategic leadership to the delivery of NT-wide patient transport, specialist outreach, corporate travel services, and purchasing
and warehousing supply chain, to ensure delivery in a fiscally sustainable manner and according to standards of high performance.
Key duties and responsibilities
1. Lead the development and delivery of contemporary policies, business practices and reporting relating to patient transport, specialist
outreach and corporate travel services to ensure they are efficient, sustainable and reflective of operational needs and support delivery
of the NT Regional Health Services, Service Plan.
2. Lead service delivery reform to transport services that results in improved fiscal and performance outcomes for both the NT Regional
Health Service and the NT Government, including establishment of the NT Government’s Charter Hub, and lead the development,
implementation and operational embedding of the Coordinated Retrieval Operations Centre (CROC) to strengthen coordination,
governance and performance across retrieval and patient movement pathways.
3. Lead complex procurement processes, negotiations and contract management to ensure NT Health obtains best value for money travel
services that meet patient needs, including responsibility for the expansion and rollout of the Health Procurement System into the Top
End Region (planning, stakeholder engagement, implementation, training, change management and benefits realisation).
4. Lead and manage a diverse and customer-focused team to deliver cost effective, timely and fit for purpose travel services for the NT
Regional Health Service and NT Government agencies and provide executive oversight of warehousing and NT Health’s end-to-end
supply chain operations (including inventory governance, warehousing operations, distribution and logistics, contract performance,
quality assurance and compliance).
5. Build a positive and collaborative working relationship across NT Health and more broadly across other NT Government agencies to
ensure service alignment to NT Health and cross-government initiatives and programs.
6. Promote and build organisational capability to support culturally safe regional and operational service delivery and practice.
7. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken to
ensure high quality, safe services and workplaces.
8. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Extensive leadership experience at the executive level within complex service delivery environments, with a proven record of achieving
results and leading high-performing teams.
2. Demonstrated experience in health patient travel and medical retrieval operations, including sound operational understanding of
retrieval coordination and inter-hospital transfer pathways.
3. Strong strategic planning, problem-solving and judgement, with demonstrated capability delivering projects and complex change end-
to-end (design, stakeholder engagement, implementation, training and communications, and benefits realisation).
4. Demonstrated success in financial and resource management, including delivering measurable business improvement initiatives and
improved fiscal outcomes.
5. Demonstrated experience leading complex procurement, negotiation, contract management and vendor performance, achieving value
for money and service outcomes.
6. Highly developed communication and influencing skills, including representing an organisation in senior forums, building productive
relationships, and working effectively with people from diverse cultures and backgrounds.
7. Tertiary qualification(s) in a relevant discipline combined with relevant senior executive experience, or an equivalent combination of
substantial relevant senior executive experience and education and training
Desirable
1. Recognised tertiary qualification in a relevant field.
