The Project
The Tram to Springvale Alliance (TSA) comprising CPB Contractors, BMD Constructions and Arup has been selected to deliver the Eastern Freeway Upgrades between Tram and Springvale roads. The major upgrade includes new express lanes, upgraded noise walls and revitalised sections of the Koonung Creek Linear Park.
The Project is being delivered under an Alliance Contract with Victorian Infrastructure Delivery Authority (VIDA) as the Project Owner and TSA (CPB, BMD and Arup) as the Non-owner Participants (NOPs). Together they form the Alliance working as one to deliver this critical infrastructure project.
As a key component of the North East Link Program (NELP), this project will provide a safer, more efficient freeway connection for over 135,000 vehicles daily, removing 15,000 trucks from local roads, and reduce traffic across on the arterial road network crossing the Yarra River by 50,000 vehicles per day.

Your opportunity
- Lead the effective delivery of commercial governance processes, including contract and subcontract administration, change control, risk management, insurance oversight, and performance reporting, to support successful project outcomes.
Reporting to the Procurement/Commercial Manager, the Commercial and Finance Manager will sit within the project team and be accountable for:
- Lead the commercial management of projects, ensuring compliance with contractual, legal, corporate, and commercial requirements.
- Develop and implement procurement strategies that deliver best value, optimize costs, and support successful project outcomes.
- Manage end-to-end procurement activities including sourcing, tendering, bid evaluation, contract award, and supplier performance management.
- Negotiate and administer contracts with subcontractors, suppliers, and service providers to achieve favorable commercial outcomes.
- Oversee head contract administration, ensuring contractual notices, obligations, variations, and deliverables are managed accurately and within required timeframes.
- Drive effective change management processes, controlling scope variations and minimizing commercial risks across project delivery.
- Review subcontract tender documentation and provide commercial recommendations to support informed decision-making.
- Establish and maintain project insurance frameworks, including the management and resolution of insurance claims.
- Monitor and manage commercial and financial risk, proactively identifying issues and implementing mitigation strategies.
- Prepare and oversee monthly progress claims, forecasts, and commercial reporting for senior leadership review and approval.
- Partner with Project Managers and key stakeholders to review project performance, profitability, cash flow, and cost management initiatives.
- Provide strategic commercial advice to the Project Leadership Team on risk exposure, contractual matters, procurement opportunities, and financial performance.
- Build and maintain strong relationships with clients, subcontractors, suppliers, and internal stakeholders to support successful project execution.
- Identify opportunities for cost reduction, value engineering, process improvement, and supply chain optimization.
- Ensure all procurement and commercial activities are conducted in accordance with company policies, governance standards, and relevant legislation.
Our minimum requirements for this role are:
- Relevant tertiary qualification in Engineering, Quantity Surveying, Construction Management, Law, Business, or a related discipline.
- Demonstrated experience working within large, complex, contract-driven environments.
- Proven expertise in project financial management and/or commercial construction.
- Highly developed communication skills, with the ability to prepare concise, high-quality documentation and engage effectively with stakeholders at all levels.
- Strong problem-solving capability, with a proven track record of identifying issues, managing risks, and delivering practical, outcomes-focused solutions.
