Drive continuous improvement and business transformation across Council
Glenorchy City Council are seeking an experienced and proactive Business Analyst to help optimise Council's business processes, systems and operational performance.
This is an exciting opportunity for a skilled professional who enjoys working across both business and technology domains to identify improvement opportunities, deliver practical business solutions and enable the effective use of enterprise systems.
This role provides a unique opportunity to influence how Council delivers services to the Glenorchy community by improving the systems, processes and information that support everyday operations.
Reporting within the ICT and Business Systems function, you will play a key role in supporting business-as-usual operations while driving continuous improvement initiatives that enhance service delivery, efficiency and organisational performance.
About the Role:
The Business Analyst is responsible for the continuous improvement, optimisation and effective use of Council's business processes and systems.
While the role contributes to projects and transformation initiatives when required, its primary focus is on business-as-usual support, system optimisation and ongoing operational improvement.
Key Responsibilities:

Drive continuous improvement initiatives by analysing, reviewing and optimising Council business processes and systems.

Evaluate and implement new capabilities, releases and enhancements across enterprise platforms including Technology One, ECM and Microsoft 365.

Identify opportunities to improve workflows, automation, reporting, forms and system utilisation to increase efficiency and service delivery outcomes.

Collaborate with business stakeholders, ICT teams and vendors to understand business needs and translate them into practical solutions.

Facilitate workshops, gather and document requirements, and support the successful adoption of system and process improvements.

Develop and maintain process maps, business analysis documentation and governance artefacts to support informed decision-making and compliance.

Assess risks, impacts and benefits of proposed changes and provide evidence-based recommendations to support operational improvements.

Design and support business process automation, dashboards and reporting solutions that enhance organisational performance and visibility.
About You:
You are an analytical and curious professional who enjoys understanding how organisations operate and identifying opportunities to improve systems, processes and outcomes.
You will bring:

Strong business process modelling, process analysis and continuous improvement capability.

Experience applying Lean principles and structured problem-solving methodologies.

Excellent requirements elicitation, documentation and stakeholder facilitation skills.

Ability to work across business and technical teams and translate complex needs into practical solutions.

Experience evaluating new technologies, system capabilities and vendor releases to identify business value.

Strong analytical and critical thinking skills, with the ability to identify root causes and recommend effective solutions.

Exceptional written and verbal communication skills.

Ability to produce high-quality documentation, reports and business analysis artefacts.
Qualifications & Experience:

Tertiary qualification in Business Analytics, Information Systems, ICT or a related discipline.

Demonstrated experience (minimum 5 years) in business analysis, enterprise systems implementation or continuous improvement roles.

Proven experience working in operational (BAU), system optimisation or business improvement environments.
Position details: Full-time 76 hour – 9 day fortnight
