Primary objective
Drive the development, management, delivery and evaluation of significant skilling programs and projects that meet the
needs of Northern Territory industry, business and individuals. Takes responsibility for the performance and outcomes of
the service systems in place to manage the investment in the Vocational Education and Training (VET).
Context statement
Skills Partnerships administers significant budget allocated to deliver diverse skilling, apprenticeship and traineeship
programs and projects under contract to public and private training providers, industry and other stakeholder groups.
Key duties and responsibilities
1. Ensure the VET and apprenticeship and traineeship systems are effectively operating in the NT within the context of
related legislation and agreements.
2. Develop and maintain effective collaborative partnerships both external and internal across education, business, industry
and training organisations and other stakeholders at local and national levels.
3. Provide effective leadership and resource management for the work unit, including budget and contractual agreements.
4. Implement investment strategies for VET that deliver the skills needed by Northern Territory industry, business and
individuals
5. Engage in agency initiatives to support the achievement of departmental and government priorities.
Selection criteria
Essential
1. Highly developed strategic leadership and management skills, including personal drive and initiative and the ability to
positively influence and develop staff.
2. Demonstrated ability to develop and build relationships internally and externally to achieve targeted outcomes,
communicating confidently and effectively utilising various mediums to suit the audience.
3. Extensive knowledge and experience in the use of contractual, organisational, people and other resource management
principles and systems in order to implement and maintain good governance/ best practice standards.
4. High-level knowledge of VET, apprenticeships and traineeships, relevant legislative provisions and the issues impacting
the sector at local and national levels.
5. An appreciation of, and sensitivity to, cultural issues inherent in providing programs in the Northern Territory.
Desirable
1. Experience in gathering, manipulating and analysing data in relation to skills development, apprenticeships and
traineeships and VET programs.

or have the ability to obtain prior to commencement.
