In this role, you'll:
Reporting to our Director, Sydney PMO in our Planning, Integration and Passenger portfolio, you’ll lead and strengthen the pipeline, requirements and readiness of projects across the portfolio.
You’ll focus on ensuring projects in development phase (Gates 0 to 2) are clearly defined, aligned to key outcomes, and ready to progress at the right time. You will oversee the development pipeline, ensuring projects are well scoped, prioritised and sequenced to reflect branch and divisional priorities, available funding and delivery capacity.
Working across multiple project and programs, you will help leaders understand:
- what is in the pipeline and how it aligns to strategic priorities
- what each project is trying to achieve, and whether the intended outcomes are clear
- whether requirements are fit‑for‑purpose
- where gaps, risks or dependencies need to be addressed before progressing
- how we should sequence the pipeline to balance funding, timing and delivery capacity
You will work closely with planning, asset and delivery teams to lift the quality of early-stage project development, while also providing a clear and independent view of what is ready to move forward – and what isn’t.
This role is about making sure projects are well defined, focused on outcomes, and realistic before moving into detailed development or procurement, reducing rework and setting teams up for success.
This permanent position is located in our Elizabeth Street, Sydney CBD office. The role is governed by our hybrid working model, which forms part of the organisation’s Flexible Working Arrangements and associated procedures. This includes a combination of required onsite attendance and approved remote working.

About you
You’ll have demonstrated experience in pipeline management, early-stage project development and requirements definition across complex projects and programs with proven ability to lead and develop teams, improving how projects are shaped, prioritised and prepared for detailed development and procurement.
You’ll have strong stakeholder engagement skills, with experience working across planning, asset and delivery teams and influencing senior leaders on priorities, scope and sequencing.
You’ll have strong analytical capability, able to make sense of pipeline data and explain what matters, where the pressure points are, and what trade-offs are involved.
You’ll have experience strengthening requirements clarity and discipline, including focusing effort on what is essential to deliver intended outcomes.
You’ll be a pragmatic leader who works across teams to clarify priorities, balance competing demands, and ensure projects are realistic, well-defined and focused on delivering value.
