Primary objective
The Program Manager is responsible for the effective planning and delivery of various remote housing program in Central
Australia as part of the overarching Remote Housing Program. The Program Manager oversees a small team within the
Housing and Land Servicing Branch of the Department of Logistics and Infrastructure, who conduct community research,
plan and undertake travel to remote Aboriginal communities to undertake community engagement on housing programs
that form the basis for housing modifications and design for new housing. Project plans for construction of houses are
developed in conjunction with the Department of Logistics and Infrastructure.
Key duties and responsibilities
1. Undertake project management including planning, development, coordination, monitoring, overseeing contract
management and evaluation of the capital works delivery to achieve program objectives, outcomes and outputs and
ensure continuous improvement.
2. Represent the Department at local decision-making meetings with external stakeholders (primarily in remote
communities) including consulting, read situations, make decisions and negotiate outcomes in a highly political, cultural
and complex remote housing environment.
3. Liaise and negotiate project and program planning outcomes with a range of internal and external stakeholders including
presenting and listening to Aboriginal people using an interpreter.
4. Lead and manage a small team and provide regular reports, briefings, memos and high-level advice to the Program
Director relating to the capital works programs.
5. Develop and maintain strong working relationships with key stakeholders including other divisions and regional offices
within the Department, other Government agencies and other key authorities, councils and service providers.
Selection criteria
Essential
1. Demonstrated knowledge and experience in procurement, project and contract management and construction practices
for capital works programs and cycles.
2. Demonstrated ability to lead and manage a team to achieve project outcomes.
3. Understanding of the issues facing delivery of a public housing program in a remote Northern Territory community
context.
4. Demonstrated ability to proactively build and maintain effective networks with a range of internal and external
stakeholders, including building capacity of stakeholders and providing effective advice and support to ensure outcomes
are achieved.
5. Demonstrated high degree of autonomy, self-motivation, initiative, organisational and time management skills with
ability to work in a complex program delivery environment, maintain focus and confidentiality, and identify critical issues
and risks.
6. Demonstrated high-level written and oral communication skills including communicating technical issues in plain English.
7. Extensive experience in community engagement, particularly in a remote Aboriginal environment.
8. Ability to travel to remote communities for periods up to a week at a time in light aircraft or four-wheel drive vehicle.
Desirable
1. Qualification in Project Management, procurement, business administration or similar.
