Primary objective
Provide strategic leadership, high-level policy advice and program oversight to drive the Department of Corrections’ response to domestic, family
and sexual violence (DFSV). The role is responsible for coordinating, monitoring and reporting on agency-wide initiatives under the Northern
Territory DFSV Reduction Strategy, leading policy development and continuous improvement activities, and ensuring alignment with legislative,
whole-of-government and best practice frameworks.
Context statement
The Rehabilitation and Reintegration division delivers evidence-based programs and services that support rehabilitation, behaviour change and
safe reintegration of offenders into the community. The Principal DFSV Project Lead operates within the Targeted Intervention unit and provides
leadership across the agency on DFSV-related policy, projects and reform. The role is the principal point of contact on DFSV matters within the
division and works collaboratively with senior executives, internal business units, and external stakeholders to strengthen the Department’s
response to DFSV and improve outcomes for victims and perpetrators.
Key duties and responsibilities
1. Lead the development, implementation and review of DFSV strategies, policies and initiatives, ensuring alignment with legislation, whole-of-
government priorities and best practice.
2. Oversee and lead DFSV project portfolios, including planning, implementation, performance monitoring, evaluation and delivery of outcomes.
3. Coordinate, monitor and report on agency initiatives under the DFSV Reduction Strategy and RAMF Implementation Plan, ensuring
achievement of targets and objectives.
4. Lead and coordinate responses to coronial recommendations and cross-agency reform activities relating to DFSV.
5. Establish and maintain governance, performance and reporting frameworks, including oversight of high-level reports, Ministerial briefings and
submissions.
6. Monitor and report on DFSV funding, expenditure and performance outcomes related to DFSV initiatives.
7. Build, lead and maintain strategic stakeholder relationships, and represent the Department in cross-government forums, working groups and
partnerships.
8. Lead communities of practice and workforce capability initiatives, including development of DFSV training, resources and continuous
improvement activities to strengthen service delivery.
9. Provide leadership to a small team and foster collaboration across the division.
Selection criteria
Essential
1. Demonstrated experience in leading complex policy, program or reform initiatives, preferably in a justice, human services or government
environment.
2. Highly developed strategic, analytical and problem-solving skills, with the ability to provide authoritative policy advice on complex issues.
3. Proven leadership and project management experience, including oversight of multiple initiatives and delivery of outcomes in a complex
environment.
4. Excellent written and verbal communication skills, including experience preparing high-level Ministerial, and executive documentation.
5. Strong stakeholder engagement and negotiation skills, with the ability to influence and collaborate across government and non-government
sectors.
6. Extensive knowledge or demonstrated ability to quickly acquire knowledge of DFSV policies, frameworks, legislation and practice, particularly
in the Northern Territory context.
7. Demonstrated ability to lead culturally responsive practice, particularly in relation to Aboriginal people and communities.
Desirable
1. Tertiary qualifications in public policy, criminology, social sciences, or a related field.
2. Experience working in correctional services or the criminal justice system.
