About the role:
This position is a Fixed- Term, Full-time role till 30 June 2028.
The Senior Project Officer plays a key role in improving financial sustainability of health services across Victoria's health services. This position focuses on the revenue optimisation strategy in relation to public sector aged care services. The role involves undertaking targeted reviews, in partnership with health services, to identify opportunities for optimising revenue. It requires the development of frameworks to analyse health service operations and funding streams to uncover areas where revenue potential is unrealised. It also involves the development of implementation strategies for realisation of improved revenue capture, uplifting capability within health services and overseeing the implementation of these strategies by health services. More broadly, the role involves fostering strong relationships with internal and external stakeholders. It demands strong leadership, adaptability, and the ability to drive initiatives that deliver meaningful and lasting financial improvements across Victoria's health services,. Sitting within a high-performing team, the Senior Project Officer supports the Senior Manager and Director with timely and evidence-based strategic advice, analytics and implementation considerations along with significant government engagement. The ideal candidate will have a proven ability to deliver high-priority programs within complex and evolving environments, alongside expertise in aged care revenue optimisation and capability-building initiatives. They will be a strategic thinking individual who has experience in delivering, or working with entities delivering, aged care services. They can identify and analyse the drivers of the financial performance of aged care services. They have a detailed understanding of the different aged care revenue funding streams, particularly AN-ACC, as well as the processes and systems used that impact on the level of aged care revenue. They can work independently within a small team and drive the delivery and implementation of a defined workplan.

About you:

Develops policy and analytical frameworks with respect to aged care financial performance

Identifies and responds to new and emerging strategic issues impacting on the operating environment

Provides and receives highly complex, contentious or sensitive information where high levels of negotiation, communication and interpersonal skills are required

Applies complex concepts drawn from non-related fields to address policy issues

Routinely advises senior stakeholders on policy issues and solutions within a functional area
Qualifications/Specialist Expertise
-
An appropriate tertiary qualification in project management, health, accounting, commerce, economics, political science, public administration or public policy.

Significant knowledge and experience in health services, aged care services and/or consultant advisory roles in this space, with skills and experience in financial analysis, change management and implementation.

Knowledge of the Victorian pu blic hospital operations, and the impact of government funding, policy and reform on operations.
