Primary objective
Working closely with Deputy Official Secretary lead the property management for the Government House Estate. Undertake procurement, budget
management, staff supervision and the coordination and delivery of day-to-day maintenance activities and programmable working closely with
the Department of Logistics and Infrastructure and external contractors to ensure seamless operations across the properties.
Context statement
The Office of the Official Secretary ensures the Administrator of the Northern Territory is provided with all necessary supports to exercise their
statutory and constitutional responsibilities and to fulfil the official, ceremonial and civic duties of office and oversees the management of the
historic Government House Estate. The Manager Estate Services ensures the preservation and maintenance of Government House as a heritage
building and working residence in accordance with the Heritage Act and Burra Charter.
Key duties and responsibilities
1. Lead and support the Estate Services team through inclusive management, mentoring, and effective coordination, ensuring high-quality
maintenance outcomes, timely communication across departments, and adherence to service standards.
2. Ensure the buildings and gardens across the Government House Estate are maintained to the highest standards.
3. Coordinate and oversee the delivery of security services, estate garden programs, and fleet management at Government House, ensuring
high standards, effective stakeholder relationships, and alignment with strategic plans and service agreements.
4. Lead and manage property safety, compliance, and operational readiness across the Government House Estate, ensuring adherence to WHS
legislation, agency policies, and heritage standards, while overseeing hazard management, emergency systems, and asbestos controls.
5. Oversee property maintenance operations and capital works projects, including inventory control, contractor liaison, project scheduling, and
site inspections, while ensuring minimal disruption to Estate activities and compliance with procurement and safety protocols.
Selection criteria
Essential
1. High level current knowledge, and a trade qualification relevant to the role, of contract management, supervision and conditions of contract
requirements relating to the construction, upgrade or maintenance of built environments.
2. Good working knowledge of WHS Regulations and duty of care issues and obligations relating to the maintenance of build assets and their
surrounds.
3. Broad knowledge of the NT Building Act, the Heritage Act and Burra Charter (and their effect on the maintenance and preservation of heritage
buildings), Building Code of Australia, and Australian Standards and environmental guidelines as applied in the NT, or the ability to quickly
acquire and apply this.
4. Technical knowledge of built assets and their various subcomponents (i.e. underlying power, water and sewerage infrastructure etc.) and an
excellent appreciation and awareness of the operational intricacies and issues involved in the management of heritage listed properties.
5. Knowledge of groundskeeping management and operations, and a strong appreciation and awareness of best practice in the safe use and
storage of chemicals.
6. Previous experience and high-level skills in the maintenance of heritage listed buildings and facilities including ability, skills and knowledge to
undertake minor repairs and maintenance on antique furniture and fittings.
Desirable
1. Experience as the Estate Manager or Property Manager of a high-end residential property or diplomatic residence.
2. Electrical Test and Tag Certificate (or equivalent) or willingness to acquire.
