The City of Norwood Payneham & St Peters is an inner eastern metropolitan Council, nestled on the outskirts of the CBD. The area enjoys a reputation as one of Adelaide’s most desirable places to live, work, study and visit.
A rare and exciting opportunity has become available for a highly experienced Urban Development and Planning professional with demonstrated leadership and project management skills to join our Development & Regulatory Services unit and drive the achievement of high-quality urban design and built form outcomes for our local City and its citizens.
The Role
Reporting to the General Manager, Urban Planning & Environment, you will lead and oversee the Council’s Development Assessment and Regulatory Services functions and undertake the statutory role of Assessment Manager under the Planning, Development and Infrastructure Act 2016 or work towards accreditation to fulfil the role of Assessment Manager.
This involves:
- Providing strategic leadership across planning, building, compliance and regulatory services.
- Acting as Council's appointed Assessment Manager, or in consultation with the Assessment Manager, and provide expert advice to assessment panels, staff, community members and legal proceedings.
- Overseeing the processing and determination of development applications, compliance investigations and local nuisance matters.
- Managing the Council Assessment Panel and provide administrative oversight for the Council’s Building Fire Safety Committee.
- Driving continuous improvement, governance and service excellence across the portfolio.
- Overseeing regulatory functions including parking enforcement, animal management and Council by-laws.
- Leading staff development, managing budgets and reporting.
About You
You are an experienced planning professional with strong leadership capability and a passion for achieving high-quality community outcomes. You may already be working as a Planning and Development Manager, or you may be an experienced Team Leader or Senior Planner looking to take the next step into a broader leadership role.
To be successful in this position you will be a solution-focused and diplomatic professional who can effectively communicate with a wide range of stakeholders and possess the following skills and experience:
- Tertiary qualifications in Urban & Regional Planning
- Eligibility for Corporate Membership to the Planning Institute of Australia
- Level 1 Accreditation as part of the Accredited Professionals Scheme or demonstrated progress toward obtaining accreditation (through relevant studies or relevant experience)
- Extensive knowledge of the Planning, Development & Infrastructure Act 2016, the Planning & Design Code and related legislation
- Working knowledge of the current policy, procedures and legislation in the areas of the Real Property Act, Local Government administration, environmental protection, public and environmental health and infrastructure provision.
- Demonstrated experience assessing complex development applications and delivering sound planning outcomes.
- Proven leadership capability, including mentoring, coaching and developing staff.
- Strong stakeholder engagement skills and the confidence to work effectively with Elected Members, developers, consultants, government agencies and the community.
- Excellent communication, negotiation and decision-making skills.
- A commitment to continuous improvement, innovation and customer service excellence.
Previous experience working within local government will be highly regarded.
