This is a senior leadership opportunity within the Portfolio Management Office & Enablement, leading the Project Standards & Assurance function across a complex portfolio of Transport initiatives.
You will be accountable for the development, uplift and embedding of portfolio delivery standards, while providing independent, risk-based assurance across projects, programs and portfolios. The role is central to improving delivery confidence, strengthening governance practices and ensuring initiatives are aligned to strategic objectives and assurance requirements.
You will lead the establishment and continuous improvement of the Standards & Assurance function, setting a clear vision, operating model and practical roadmap for uplift. This includes defining how delivery standards, assurance activities, governance practices and lessons learned work together to improve portfolio performance and organisational capability.
You will design, implement and manage a scalable, risk-based assurance model that is proportionate to delivery complexity and embedded across the project lifecycle. Your approach will ensure assurance is targeted, evidence-based and focused on the areas of greatest delivery risk and strategic importance.
You will oversee portfolio delivery standards across key project, program and portfolio management disciplines, including governance, scheduling, risk, cost, delivery methodology, reporting, assurance and agile practices. You will ensure standards are clear, practical, consistently applied and regularly improved based on assurance insights, stakeholder feedback and delivery outcomes.
You will provide trusted, independent advice on high-risk, complex or strategically significant initiatives. This will involve applying critical analysis, sound judgement and evidence-based recommendations to support better decision-making, resolve delivery challenges and strengthen confidence in portfolio outcomes.
You will work closely with delivery, finance, technology, commercial and divisional stakeholders to embed clear accountabilities, transparent reporting and consistent delivery practices. You will also support governance bodies with quality insights that enable informed decisions and effective oversight.
Leading a team of approximately 6–10 direct reports, you will build a collaborative, capable and outcomes-focused Standards & Assurance practice. You will set clear direction, develop capability, simplify complex issues and foster a culture of accountability, transparency, continuous improvement and practical delivery support.

About you
You are an experienced senior leader with 10+ years’ experience in standards, assurance, governance, portfolio delivery or related environments, ideally within large, complex organisations or government settings.
You have demonstrated experience establishing, uplifting or transforming standards and assurance functions, including the design of frameworks, operating models, assurance approaches and governance practices that improve delivery performance and maturity.
You understand how to develop and embed practical delivery standards across project, program and portfolio environments. You know how to balance consistency and compliance with flexibility, proportionality and innovation in delivery.
You have strong experience designing and implementing risk-based assurance models that provide independent oversight, focus on material risks and generate actionable insights for executives, governance bodies and delivery teams.
You are a strategic and pragmatic leader who can simplify complexity, prioritise effectively and maintain focus on measurable outcomes. You bring strong judgement, critical thinking and the ability to provide clear, evidence-based recommendations in complex delivery environments.
You are a confident communicator who values clarity, simplicity and practical outcomes. You can engage effectively with senior executives, delivery leaders, governance forums and multidisciplinary teams, influencing outcomes through trust, credibility and insight.
You are an experienced people leader who can set direction, build capability and create a collaborative, accountable and high-performing team culture.
