The Opportunity
We’re looking for an experienced Federal Government Bid Manager to lead the development and delivery of high-quality, compliant and compelling proposals across Australian Federal Government opportunities.
This is a critical role responsible for owning complex, high-value, multi-agency tenders and panel engagements. You’ll manage the full bid lifecycle—from early qualification through to submission, contract award and handover—ensuring every response is strategically positioned and execution-ready.
You’ll bring deep expertise in Commonwealth procurement frameworks, panel environments and regulated submission processes (e.g. AusTender, BuyICT, Defence frameworks), along with the ability to navigate complexity and drive outcomes under pressure.
Success in this role means:

- Influencing senior stakeholders across technical, legal, commercial and executive teams
Australian Citizenship is required for this role; with the ability to obtain/hold a NV1/NV2 clearance
What you’ll be responsible for
End-to-End Federal Bid Leadership
- Lead complex Federal Government bids from qualification through to submission, evaluation and contract award
- Manage panel responses, RFQs and RFTs across platforms such as AusTender and DTA marketplaces
- Own bid schedules, deliverables, governance gates and submission readiness
Government Strategy & Positioning
- Develop win strategies aligned to agency priorities, policy drivers and evaluation criteria
- Identify customer priorities (“hot buttons”), policy alignment (e.g. digital, cyber, sovereign capability) and differentiators
- Support early-stage pursuits including panel positioning and pre-RFP engagement
Compliance & Governance Excellence
- Ensure full compliance with Commonwealth Procurement Rules and relevant frameworks (including ASDEFCON where applicable)
- Build and manage compliance matrices and aligned response structures
- Coordinate internal governance, approvals and risk management across legal, commercial and executive stakeholders
Cross-Functional Coordination
- Lead multidisciplinary teams across Sales, Presales, Architecture, Cyber, Legal, Finance and Delivery
- Translate complex technical and commercial concepts into clear, evaluator-focused messaging
- Manage contributor workflows, reviews and final integration
Commercial & Contractual Alignment
- Partner with Legal and Finance to shape pricing, risk positions and contractual responses
- Support development of Statements of Work (SOWs), capability statements and contract-ready documentation
- Balance competitiveness with delivery feasibility and risk exposure
Proposal Development & Quality
- Own key proposal content including executive summaries, value propositions and client outcomes
- Ensure strong alignment to evaluation criteria and consistency across all submissions
- Maintain and uplift reusable content libraries (case studies, templates, credentials)
Stakeholder Engagement
- Influence and engage senior internal and external stakeholders
- Work with government procurement bodies, panels and advisory firms where required
- Proactively manage risks, gaps and dependencies
Continuous Improvement & Capability Uplift
- Enhance bid processes, governance frameworks and content repositories
- Drive adoption of tools and automation to improve efficiency and quality
- Coach and uplift contributors in government proposal writing and compliance standard
What you’ll bring to the role;
- You’ll have 5+ years’ of experience managing Federal Government bids, ideally within ICT, telecommunications or related sectors
- Strong understanding of Commonwealth Procurement Rules and frameworks (ASDEFCON desirable)
- Demonstrated success delivering complex, high-value, multi-agency or panel-based submissions
- Hands-on experience with platforms such as AusTender, BuyICT and Defence ICT panels
- Proven ability to operate in fast-paced, deadline-driven tender environments
- Experience leading cross-functional teams to deliver integrated technical, commercial and operational responses
Desirable
- Experience supporting Defence or high-security government programs
- Exposure to panel strategy, re-tenders and whole-of-government procurement initiatives
