About the role
The Team Leader - Rostering and Administration leads the Network Control Roster Planning team, overseeing the development and delivery of efficient rosters for Train Control and Customer Control. The role ensures workforce planning processes are effective, compliant, and aligned with operational requirements, safety standards, and employee wellbeing.
Working closely with Network Control leaders, the position is responsible for roster planning, administration functions, stakeholder engagement, and the timely delivery of workforce management outcomes. The role drives continuous improvement across rostering processes, including fatigue risk management, time and attendance, and workforce efficiency initiatives.
The Team Leader also monitors roster performance, overtime trends, and workforce planning metrics, supporting operational and financial objectives while fostering strong collaboration between roster planning and operational teams.
Key accountabilities include:
Workforce Rostering & Planning
Lead the development, publication, and maintenance of master and allocated rosters, ensuring operational coverage, compliance, safety, and workforce efficiency.
Rostering Systems & Data Management
Oversee the accurate maintenance of roster and employee data within HASTUS and related workforce management systems.
Compliance & Quality Assurance
Ensure rostering practices align with Enterprise Agreements, fatigue management requirements (FAID), business rules, and safety standards.
Team Leadership & Continuous Improvement
Lead, coach, and support the Rostering and Administration team, driving process improvements, capability development, and best-practice workforce planning.
Stakeholder Engagement & Operational Support
Collaborate with operational leaders to manage roster changes, support service delivery requirements, provide reporting and insights, and facilitate a successful centralised rostering function.
Location & Travel Considerations
Located at V/Lines operational headquarters at Bourke St, Melbourne CBD.
Shift times will commence between 0700-0900, a required availability between 0700-1700 Monday – Friday on site.
About you
You are an experienced rostering professional with a strong background in workforce planning, roster management, and rostering systems. You bring demonstrated leadership experience, advanced Excel skills, and hands-on experience using the HASTUS rostering platform. Experience within a rail operations environment and applying Enterprise Agreements will be highly regarded.
Our ideal candidate will possess the following:
Located within 1 hour / 60Kms radius of the office location
Previous experience managing a team
Demonstrated working experience in rostering including; roster planning and workforce planning
Ability to commit to on-site shifts between 7:00am and 5:00pm, Monday to Friday
Demonstrated operational experience using the HASTUS rostering program
Rostering experience, working in line with an Enterprise Agreement
Able to commit to a 12-month fixed term, full-time position
