Position Objectives
The Team Leader Capital Delivery - East:
- Coordinates the annual and rolling 5-year capital program for water and wastewater infrastructure
projects predominantly delivered within the East area.
- Supports the prioritisation of the rolling 10-year capital works program based on a broad range of
projects centred on renewals, reducing our carbon emissions and addressing the significant regional
growth and sustainability.
- Coordinates the delivery of efficient, smart, high performing and integrated water and wastewater assets.
- Provides strategic engineering advice to the Corporation to ensure informed decisions regarding long-
term urban water and wastewater needs.
- Plays a leading role in building key stakeholder relationships.
- Partner with the Assets and Infrastructure Planning team to ensure an effective transition of project
planning to the capital program delivery function.
- Provides authentic leadership, direction and mentoring to the Capital Delivery - East to ensure
continuous improvement and development of a high-performance culture.
Key Responsibility Areas
- Coordinating the delivery of the water and wastewater infrastructure capital program and ensuring
relevant key performance indicators are achieved for projects delivered predominantly within the East
area.
- Ensuring capital programs and projects managed by the East team comply with relevant internal policies,
legislative, regulatory and statutory obligations and responsibilities, including engineering functions.
- Ensuring relevant capital infrastructure projects are delivered in accordance with required internal and
external frameworks, procedures and review processes.
- Ensuring engineering and project management are practiced from a basis of sound knowledge, in
accordance with legislations, codes of practice, standards and industry accepted best practices.
- Ensuring the Capital Investment Program remains informed by liaising with stakeholders and reporting
project time and cost variances and participate in periodic review processes.
- Maintaining professional engineering standards and ethics through the continuing professional
development for the East team, to ensure the Corporation’s interests in Public Construction are informed
and represented.
- Providing highly valued leadership to the Capital Delivery – East team; influencing an inclusive and
equitable working environment where our people can perform at their best.
- Providing positive and constructive input to the Coordinators Leadership Team.
- Carrying out any other duties as requested that are commensurate with the nature of the position.
Organisational Relationships
This role reports to the Manager Capital Delivery and liaises with all internal stakeholders, peers in water corporations or
local government, government agencies and members of the public.
Accountability and Extent of Authority
- Accountable to the Manager Capital Delivery in coordinating the timely, effective and compliant
provision of engineering services for
- The incumbent is required to fulfill the objectives of the position and supervise staff to ensure the
attainment of objectives independent of direct management supervision.
- Authority delegated under Section 111 of the Water Act 1989 includes, but is not limited to:
- o Expenditure in accordance with approved budgets
- o Signing and generation of documents
- o Management of staff.
