Learning Programs & Delivery Lead
Shape enterprise-wide capability
CBD Office | Hybrid working
Full Time, Permanent
V/Line’s purpose is to connect Victorians through safe, reliable, and accessible transport. We believe in giving all Victorians opportunities through travel and transport – connecting them to jobs, education, family and friends, services, tourism and trade.
V/Line is experiencing significant growth and we’re delivering more services, more trains, cheaper fares, and huge projects. With more than 3700 weekly train and coach services, an expansive freight network and unprecedented rail investment, millions of Victorians depend on us to deliver. You could be one of our 3100 committed team members who are up to the challenge.
About the role
As the Learning Programs and Delivery Lead, you’ll play a key strategic role in identifying high-impact, enterprise-wide capability opportunities and leading the end-to-end development, coordination, delivery and continuous improvement of learning programs that drive organisational capability at scale.
You’ll bring your expertise in program design, learning delivery and evaluation best practice, embedding this knowledge into everything you do to ensure Learning and Capability programs are effective, engaging and sustainable.
Working closely with senior leaders, People Business Partners and the broader Capability team, you’ll help translate capability needs into exceptional learning experiences. You’ll also support enterprise capability planning and future skills identification, contributing to the organisation’s long-term success.
Key accountabilities include:
Proactively identify capability gaps and high-leverage learning opportunities through analysis of workforce data, business priorities and emerging capability needs, and develop strategic program proposals that deliver maximum impact.
Own and deliver strategic, enterprise-wide capability programs end-to-end — from scoping and stakeholder engagement through program design, delivery coordination, evaluation and continuous improvement.
Lead the coordination and scheduling of the learning program calendar, ensuring optimal sequencing, resourcing and stakeholder communication across all learning delivery.
Establish and maintain delivery governance standards, including program evaluation frameworks, learner engagement measures and continuous improvement processes.
Evaluate and track effectiveness of learning and development/training programs and implement changes to improve effectiveness as required.
Support the Learning & Capability Manager in identifying future capability needs, translating organisational strategy into learning priorities, and maintaining enterprise capability frameworks.
Location & Travel Considerations
This role is based out of our Melbourne CBD office with some requirement for occasional travel to our regional depots.
About you
A natural facilitator and people-focused communicator, you build trust quickly and draw out meaningful insights to shape impactful learning solutions. You’re able to cut through complexity to identify root causes and focus effort where it will deliver the greatest organisational impact.
Our ideal candidate will possess the following:
Demonstrated ability to identify patterns across the business, spot enterprise-wide capability gaps and high-impact opportunities, and design scalable solutions rather than one-off interventions.
Demonstrated ability to distinguish high-value work from noise, confidently decline or defer low-priority requests, and maintain focus on the interventions that will deliver the greatest impact.
Demonstrated program coordination and delivery management experience, including the ability to manage competing priorities and coordinate multiple concurrent programs to successful completion.
Solid experience in stakeholder engagement and business partnering, including consulting with diverse business functions, managing competing priorities and influencing without authority.
Demonstrated ability to design and execute program evaluations, measure learning impact and behaviour change, analyse data to identify trends and improvement opportunities, and use evidence to inform program design and prioritisation decisions.
If your skills or experience don’t exactly match our listed requirements, we still encourage you to apply. We value diverse perspectives and believe in the potential for growth and development.
