Primary objective
Guide and mentor junior staff to deliver economic research, quantitative analysis, forecasting and policy analysis. Lead complex
statistical analysis, demographic model development, macroeconomic and revenue model development for forecasting and
scenario analysis development. Lead complex policy modelling and analysis projects and persuasively communicate results. Lead
model reviews (from externally provided modelling) and present results to senior stakeholders. Build quantitative tools to analyse
the Territory economy and develop clear evidence based economic narratives for public use. Manage quality assurance and model
development processes. Prepare and review economic impact analysis, including using demographic modelling scenarios, to assess
the impact of economic shocks. Prepare complex analytical reports and lead development of budget statements.
Context statement
As an Assistant Director, you will play a lead role in providing quantitative economic advice and developing evidence based
narratives for public use. You will analyse the performance of the Territory economy and lead quantitative modelling and
forecasting projects providing advice on developments in key macroeconomic, revenue, and demographic indicators relative to
expectations. You will have demonstrated experience analysing the impact of economic shocks, imbalances, and emerging risks for
the Northern Territory economy (or similar). You will work with other business units in Treasury and NTG delivering modelling
projects and quantitative insights. You will support DTF’s collaboration with government agencies as they seek to understand the
interaction between policy decisions and the economic, revenue, and demographic projections. You will provide statistical analysis
and support modelling of new policy proposals, drawing on DTF’s demographic projections. Critical thinking, the ability to absorb
information quickly, and the capacity to provide succinct and accurate advice to senior stakeholders is key to success.
Key duties and responsibilities
1. Lead a small team of modellers to undertake research, analysis of quantitative economic, statistical, revenue, and demographic
problems including model development.
2. Play a central role in managing projects, influencing high-level decision-making, and providing strategic direction and support
to other team members, and succinct advice to senior stakeholders.
3. Lead teams to prepare high-quality reports for public release, briefing notes, correspondence, and submissions.
4. Provide advice on current economic, statistical, and demographic issues likely to affect the Northern Territory.
5. Foster strong professional relationships with stakeholders, representing and promoting the interests of Treasury at forums on
economic, revenue, statistical and demographic issues.
6. Guide and direct junior staff in data analysis techniques, visualisation, statistics, forecasting and demographics.
7. Build and review econometric forecasting models for a range of key economic, revenue and demographic indicators.
Selection criteria
Essential
1. Demonstrated experience leading teams in model development projects, understanding of quantitative demographic, economic
and revenue analysis techniques and policy issues relevant to the Northern Territory.
2. Outstanding written and oral communication skills and with extensive experience in preparing economic narratives.
3. Ability to establish priorities, meet deadlines and manage multiple tasks while working collaboratively.
4. Proven interpersonal skills and the ability to work as a senior member of a high-performing team. Lead small teams to deliver
projects while developing technical skills. An ability to interact effectively with people from diverse cultures.
