About the role
The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.
The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.
The role of Senior Network Access Specialist is responsible for providing specialist operational expertise to collaborate with Operations and occupations teams to ensure the coordination of access meets operational requirements.
A key priority of this role is to manage, govern and use Notice of Intent (NOI) entries by/for projects, annual works program, maintenance closures or third-party access teams. This enables the issuing of safety critical documents required for securing access to the V/Line network whilst coordinating impacts to the Master Schedule.
This role requires occasional travel to sites throughout regional Victoria. It’s a great way to get out to the regions and see our beautiful State!

Position Accountabilities:
Integrate with and support Network Control and Network Services - Planning with navigating & reviewing requests for access and occupations relating to projects.
Development and distribution of V/Line safety critical documentation pertaining to Absolute Occupations (Safe Working Occupation (SWO) Circulars) and Train Operating Notices (TON’s).
Oversight of V/Line’s operational management system for tracking closures and access (NOI) and support the development of system or process improvement initiatives as required to maintain or improve the existing system.
Manage and chair Access and Occupations meetings, including assist with minute-taking and tracking progress of actions for next meeting.
To support projects with managing the process to apply for access and occupations on our network, including representing the needs of Network Services - Planning at a range of internal and external occupation and access coordination meetings to provide SME advice.
To support projects teams with understanding and managing when their planned access has an interface with another Accredited Rail Operator (ARO) Network.
Identify and escalate any issues or conflicts with planned access and occupations.
Mentor junior Project Network Access roles to ensure skill transfer and knowledge and capabilities are built inhouse for Network Access, V/Lines network, operational and rail safety systems.

About you
As the Senior Network Access Specialist, you will report to the Network Access Manager – Projects and you will work collaboratively with the Network Control business area and with Network Services – Planning roles to understand and support access and occupations required for both night and day programs of works, while also considering the impact on the Master Schedule.
Selection Criteria:
KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES
- Leadership and management qualification (Desirable).
- Qualification in rail management, planning and scheduling or relevant experience (10+ years) (Essential)
- Demonstrated knowledge and experience in the application of Rail Network and safe working systems. (Essential)
- An understanding of the geographical and physical configuration of Victorian Rail Network including knowledge of rail operating systems and train control. (Essential)
- Knowledge and understanding of the rail site protection methods contained in the Victoria Book of Rules and Operating Procedures.
- Highly competent in the use of train planning programs TRACKR and Train Plan
- Support V/Line in the future improvements and/or replacement of the NOI.
- Sound understanding of timetabling and scheduling in the rail network and an ability to interpret a train graph.
- Knowledge of V/Line Network and understanding adjacent ARO’s networks.
- Ability to collaborate across multiple areas to achieve a common business objective
- Ability to align the needs of projects access and occupations with the operational constraints of the V/Line Network and Network Service Plan including alignment with the parameters as set out in Section 34 of the Victorian Book of Rules & Operating Procedures. (Essential)
- Strong stakeholder management to both meet and manage expectations of a diverse collection of stakeholders. (Essential)
- Demonstrated ability to develop, coach and mentor others.
- Valid Driver’s Licence (Essential)
