An exciting opportunity has presented itself for an experienced L&D Manager to step into a national Learning and Development leadership role responsible for the compliant and cost-effective delivery of all technical and accredited training across Pacific National.
You will lead the governance of our Registered Training Organisation (RTO) while identifying opportunities to simplify and standardise training through the use of technology ensuring scalable, high-quality delivery of safety-critical capability for both current and future workforce needs. Partnering with internal and external stakeholders, you will ensure training is compliant, operationally relevant and delivers a strong return on investment. Your leadership will shape the new-starter experience, optimise time-to-competence, and support PN’s operational and commercial goals.
This is a national leadership role responsible for driving innovation and transformation in technical capability development across Pacific National.
What you’ll do

Oversee recruitment, onboarding and progression of new driver cohorts through to full operational competency

Shape a positive onboarding and learning culture aligned to PN’s goals of safety, operational excellence, and business improvement

Shape a consistent and high-quality operational new starter experience, reducing time to competency and embedding operational readiness from day one.

Maintain ASQA and national standards compliance across all RTO activities

Manage audits, reporting, evidence and quality assurance processes

Engage and manage external instructional design partners

Drive innovation in training delivery and enable learning outcomes with technology to improve efficiency and maximise ROI

Track and report on training effectiveness and return on investment to inform decision making

Identify and secure government funding and incentive opportunities to enhance training capability and optimise investment outcomes
What You’ll Bring
-
Significant experience leading technical or safety-critical training in a regulated or heavy industry
-
Experience operating within or managing an RTO
-
A track record of delivering training that is high-quality, compliant and commercially sustainable
-
Excellent communication, stakeholder influencing skills and team leadership capability
-
A passion for continuous improvement and ability to deliver sustainable step change
-
Strength in vendor management, cost-efficient delivery and value-for-money decision making
-
Commercial acumen and budget management capability
-
Qualifications in Adult Learning, Vocational Education or Learning & Development
-
In-depth understanding of ASQA, AQTF and VET sector requirements
-
Qualifications relevant to the rail industry, technical training, or compliance (desirable)
-
Certificate IV TAE40122 (or equivalent desirable)
