As part of an exciting evolution in the Planning Directorate, our Development Services department have introduced six new Manager roles to strengthen leadership and support our growing community. These senior leadership positions offer the opportunity to shape how we work, influence key decisions, and lead high-performing teams in a forward-thinking environment.
As part of our new leadership structure, reporting to the Manager of Development Services, in the role of Major Assessment Manager, you will play a critical leadership role in driving high-quality statutory planning outcomes for complex and high-impact developments across major growth areas. You will provide strategic guidance and operational leadership to multidisciplinary teams, ensuring that development assessment and compliance services meet community expectations while aligning with legislative and policy frameworks.
Operating at the forefront of complex planning matters, you will lead the review and approval of major development applications, oversee expert peer review processes, and guide negotiations to achieve exceptional design, infrastructure, and community outcomes. You will act as a key escalation point for highly complex applications and represent the organisation in legal and public forums, safeguarding the integrity of planning decisions.
This is a role for a confident leader who thrives in complexity, can navigate sensitive and high-impact decisions, and is passionate about building capability within a technically strong workforce.
Key responsibilities:
Strategic Leadership – Lead and mentor Major Assessment teams, setting clear performance expectations and driving a culture of quality, accountability, and continuous improvement
Planning Directorate Leadership - Contribute to the establishment and modelling of a positive, values based culture as a key member of the Directorate leadership cohort supporting cross directorate priorities and outcomes
Complex Decision-Making – Oversee high-risk, high-value development applications, providing sound judgement on sensitive and complex planning matters
Operational Excellence – Ensure consistent, efficient, and compliant assessment practices, including quality assurance, peer review, and continuous improvement of workflows and processes
Stakeholder Influence – Build and maintain strong relationships with Councillors, government agencies, industry, and the community; represent Council in legal forums including the Planning and Environment Court
Delivery & Capability – Translate strategic priorities into actionable programs, lead workforce planning, and drive capability uplift across teams to sustain high performance

To be successful in this role you will have:
Degree in engineering, planning or other related disciplines are essential
A proven ability to lead large-scale or complex assessment functions, delivering consistent and defensible planning outcomes
Strong commercial and strategic acumen, with the ability to align planning decisions to broader community, infrastructure, and growth objectives
Experience navigating politically sensitive environments, with sound judgement and resilience under pressure
Demonstrated capability to influence and negotiate across diverse stakeholder groups, including senior leaders and external partners
A track record of uplifting team capability, embedding accountability, and fostering a high-performance culture
Expertise in balancing risk, compliance, and customer experience to deliver practical, outcome-focused solutions
A forward-thinking mindset, with experience driving innovation, service improvement, and contemporary work practices
