Primary objective
Provide leadership, strategic direction and overall executive management to the Planning Group and the provision of high-
level policy and strategic advice on land planning and development assessment matters to support sustainable economic
development in the NT. Provide executive level support to the Development Consent Authority and the NT Planning
Commission.
Key duties and responsibilities
1. Provide executive level leadership and be accountable for the efficient and effective management of human, financial
and physical resources and the achievement of organisational objectives, outputs and outcomes to ensure strategic
planning and development assessment needs of the Northern Territory are met.
2. Provide strategic advice, information and recommendations to the Department and the Minister on the development and
implementation of planning policy, strategies and associated legislation.
3. Represent the Northern Territory at national planning forums and build and maintain strategic networks and alliances
across government and with stakeholders.
4. Undertake major policy negotiations on behalf of the Department and the Northern Territory Government and lead,
identify and develop major strategic initiatives to achieve the Government's planning agenda.
5. Build organisational capacity to integrate policy, planning and service delivery outcomes that are customer focused, foster
innovative approaches and cost effective strategies.
Selection criteria
Essential
1. Tertiary qualifications in urban and regional planning or other relevant discipline.
2. Proven ability to effectively manage human, financial and physical resources and lead multiple groups to obtain support
and commitment for the achievement of organisational objectives, outputs and outcomes.
3. Demonstrated high level strategic, conceptual, analytical and collaborative skills to lead the planning reform agenda.
4. Proven ability to develop and maintain effective partnerships and strategic alliances with other departmental groups,
external departments, non-government organisations, community/local government and boards.
5. Extensive knowledge of and competence in the administration of planning and land use legislation, regulations, planning
schemes, processes and procedures.
6. Demonstrated understanding of national and international trends and their impact on sustainable land planning and
development assessment.
7. High level knowledge of the structures and processes of government including a comprehensive knowledge of the
political and industry environment.
8. Proven experience in the continuous improvement of client focused service and program delivery.
