A Business Manager role will usually undertake tasks that impact on the whole school. The role seeks to gain cooperation of other staff members or members of the school community to achieve specific objectives, such as in school administration, finance or human resources.
Direction on targets and goals is provided but the position will have some degree of latitude in determining how they are achieved. This latitude will generally be limited by standard procedures and school policy. Deviation from standard procedures and school policy will require guidance and direction from senior management.
Management of staff to achieve the expected outcomes is a key responsibility. Staff management issues will be resolved with minimal reference to senior management, although guidance will be required in more complex cases. Senior management will be provided with timely reports and advice in matters relating to the school finance, human resources or school administration.

This position is a family leave replacement. The successful applicant is responsible for maintaining the effective delivery of the Business Manager functions for the period of the vacancy, working within established Thornbury High School systems, procedures, delegations, approved structures and strategic priorities. The focus is continuity of operations, sound governance and effective management of existing business processes and priorities. Significant changes to established staffing structures, systems, procedures or business practices must be discussed with and approved by the Principal prior to implementation.
Role purpose
The Business Manager is a senior member of the Thornbury High School leadership team and provides strategic and operational leadership across the school¿s business functions. The role has primary responsibility for workforce planning, financial management, human resources and the Student Resource Package (SRP), and provides authoritative advice to the Principal and Principal Team to support sustainable resourcing, effective governance and achievement of school objectives.
Operating within the Victorian Government Schools Agreement, Department of Education policy, the School Strategic Plan, Annual Implementation Plan, School Council delegations and approved budgets, the Business Manager exercises significant delegated authority and professional judgement across designated areas of responsibility.
Key accountabilities:
¿ Lead whole-school workforce planning, including staffing structures, workforce modelling, recruitment strategy, position management, workforce cost analysis, succession planning and advice on organisational change.
¿ Lead financial management and planning, including annual and multi-year budgeting, forecasting, cash flow, financial reporting, internal controls, year-end processes and strategic allocation of resources.
¿ Manage and monitor the SRP, including workforce expenditure, credit and cash components, projections, reconciliations, funding adjustments and modelling of staffing scenarios to inform Principal Team decisions.
¿ Lead school-based human resource management and provide high-level advice on recruitment, classification, contracts, leave, payroll, performance processes, workforce policy, industrial obligations and Department employment procedures.
¿ Provide authoritative financial, workforce and operational advice to the Principal, Principal Team, School Council and Finance Committee, including identification of emerging risks, options and recommended actions.
¿ Support School Council governance and financial accountability, including preparation and presentation of budgets and financial reports and implementation of approved delegations, internal controls and Council decisions.
¿ Ensure business operations comply with Department policy and legislative requirements, including the Finance Manual, procurement and contract requirements, audit and assurance obligations, records management, privacy, child safety, OHS and other applicable governance frameworks.
¿ Lead and coordinate audit readiness and responses, ensuring required records, reconciliations, controls and management actions are maintained and addressed.
¿ Exercise delegated authority for procurement, contracts and expenditure within approved delegations, ensuring probity, value for money, appropriate risk management and compliance with Department and School Council requirements.
¿ Provide strategic oversight of school business operations and support functions, including administration, facilities, assets, ICT-related business processes, purchasing and service contracts, while delegating day-to-day operational activities where appropriate.
¿ Lead, supervise and develop Education Support staff within delegated areas, establish clear accountabilities and business processes, and drive continuous improvement, capability building and effective service delivery.
¿ Develop, implement and review school business procedures, systems and controls; identify emerging financial, workforce, operational and compliance risks; and initiate improvements within the school¿s established strategic direction.
¿ Liaise with Department central and regional teams, VSBA, auditors, service providers, contractors and other external stakeholders and represent the school on complex business, workforce, financial and contractual matters.
¿ Undertake other duties consistent with the Education Support Class Level 2, Range 6 Dimensions of Work and as directed by the Principal.

The position is accountable for multiple key functions of significant budgetary, staffing and strategic importance and makes significant decisions within delegated areas of responsibility. It contributes to whole-school policy formulation and decision-making, implements strategic policy across functional areas and provides leadership and advanced professional expertise consistent with Education Support Class Level 2, Range 6.
