Primary objective
The Homelessness Program Officer supports the Homelessness division with the implementation and management of programs
across the Northern Territory. The role supports the development and delivery of strategic project and policy initiatives by
contributing high quality and timely analysis, insights and guidance, and advice to ensure actions outlined in the Northern Territory
Homelessness Strategy 2025-2030 are achieved.
Key duties and responsibilities
1. Support the implementation of projects and programs of work across Homelessness Programs.
2. Support engagement with stakeholders and community sector organisations in the implementation of projects and programs
aligning to the priorities and actions of the Northern Territory Homelessness Strategy 2025-2030.
3. Prepare project plans, scopes of services, discussion papers, presentations, written briefings, procurement, and contract
management documents and provide contract management support as required.
4. Work collaboratively across the department to ensure alignment with other activities and the delivery of strategic priorities.
5. Establish and maintain close links and effective relationships across the Northern Territory and Commonwealth governments,
and with communities and the community sector to inform program, policy and service reform.
6. Contribute to internal monitoring and reporting for the collation, evaluation, and communication of homelessness programs
performance outcomes.
Selection Criteria
Essential
1. Experience working with external stakeholders, including Aboriginal community-controlled organisations to implement
program reforms and priorities in a culturally respectful and collaborative manner.
2. Demonstrated analytical, problem-solving and risk management skills, including the ability to identify issues early, develop
practical solutions and support achievement of program outcomes.
3. Developed interpersonal, negotiation and influencing skills, with the ability to build productive relationships and work
constructively with internal and external stakeholders.
4. Strong organisational and time management skills, with the ability to work under broad direction, manage competing
priorities, meet deadlines and deliver high-quality work.
5. Demonstrated understanding of project management, performance monitoring, review and evaluation processes in a policy,
project and grants or contract management context.
6. Strong oral and written communication skills, including the ability to prepare clear, accurate and well-structured
documentation, briefings and correspondence.
Desirable
1. Current Northern Territory Driver’s licence.
2. Qualifications in project management, contract management, business administration, public policy or a related field.
