About the Opportunity
We are looking for 3x Senior Digital Specialist – Application Workforce at eHealth NSW, you will play a key role in delivering improved healthcare outcomes. You will be responsible for managing ongoing application support and driving service improvements, as well as resolving complex and critical incidents. This role requires the application of strong functional and technical expertise, along with deep domain knowledge, to deliver optimal business outcomes.
Role 1 - Senior Workforce Data and Reporting Specialist
In this role, you will:
- Lead the elicitation of business reporting requirements through effective stakeholder engagement, including facilitating workshops across business, technical, and vendor groups to design fit-for-purpose HCM data and reporting solution. Design and deliver high-quality data and decision intelligence solutions, applying contemporary methodologies, leveraging automation and AI capabilities.
- Prepare required documentation and ensure alignment with governance, compliance, and deliver standards across the program. Plan and execute testing, support go-live, and ongoing optimisation and continuous improvement fostering an innovative, customer-focused team culture. Develop effective communications and contribute to training and change management activities for HCM systems, data, and reporting solutions.
- Cultivate and manage strong stakeholder relationships navigating a complex, matrixed environment to deliver outcomes and resolve issues effectively. Foster and sustain strategic partnerships across teams, Directorates, broader Health agencies, and external partners.
- Generate actionable insights from existing HR data to inform analysis, support operational and strategic outcomes.
- Contribute to the development and evolution of AI-enabled solutions. Identify and implement opportunities to leverage AI, automation, and emerging technologies to enhance reporting, workflow efficiency, intelligent dashboards and data-driven automation.

About You
We are looking for someone who combines strong technical capacity with curiosity, resilience, and a forward-thinking mindset:
- Extensive experience delivering HR data and reporting solutions in large, complex ICT environments, with a track record of improving reporting performance through innovative approaches.
- Strong technical capability in extracting and analysing HCM data, including Oracle EBS, Oracle HCM Cloud, Taleo, Oracle APEX, Oracle OCX using SQL. Demonstrated experience in the development, support, and operationalisation of cloud-based enterprise reporting platforms (e.g. OTBI, BI Publisher, Taleo, Embedded Reporting).
- Solid understanding of HCM data models, lineage, and metadata, with the ability to troubleshoot issues and identify improvement opportunities
- Comfortable operating in ambiguous, highly matrixed environments, balancing competing priorities to deliver outcomes.
- Exposure to, or strong interest in, AI, automation, and intelligent data solutions, with a willingness to experiment and apply emerging technologies in practice (including copilots, AI-assisted workflows, or agent-based approaches).
Role 2 - Senior Digital Specialist – Application Workforce Oracle HCM Cloud
In this role, you will:
- Manage functional, technical and associated application support and advice to relevant stakeholders,
developing key relationships with staff across the NSW Health system to ensure information is shared
- Design and develop education material and other resources that streamline ways of working for Digital
- Specialist and promote innovation surrounding emerging trends and technologies, in consultation with training leads.
- Manage the resolution of incidents, providing relevant reporting surrounding service level agreements metrics, highlighting opportunities to improve and resolving escalated critical incidents as required, while working with staff from across the NSW Health System to ensure for digital adoption.
- Manage processes, standards and policy directives that support state-built functionality of applications for
- Manage development of application configuration so that information supports business & organisational requirements and aligns to strategic design decisions, including participation in UAT & SIT and completion of build test outcomes, documentation, and communications.
About You
We are looking for someone who:
- Extensive experience delivering and maintaining Workforce Applications solutions in large and complex environments, supported by relevant qualifications or equivalent experience.
- Strong stakeholder management skills, with the ability to prioritise competing demands and deliver outcomes in high-profile, fast-paced environments.
- Extensive experience in or a high-level working knowledge in one or more of the following Oracle Taleo or Oracle HCM Cloud modules –
- Performance and Talent Management, Core HR, Taleo, Oracle Recruiting. This includes extensive knowledge and experience in the usage of appropriate tools and services including HCM Extract, HDL, APIs, Web Services, Oracle PL/SQL, BI Publisher, Integration Framework, MuleSoft, etc.
- Extensive knowledge and hands-on experience in troubleshooting and resolving issues related to system integrations.
