About the role:
The Principal Project Officer, Strategic Insights and Infrastructure leads the development, coordination and continuous improvement of the insights, analytics enablement and performance infrastructure portfolio within Safer Care Victoria's Strategic Partnerships & Operational Excellence team.
The role is responsible for establishing and managing the core systems, processes and reporting mechanisms that support Safer Care Victoria to monitor, evaluate and continuously refine its statewide safety improvement initiatives and associated executive oversight priorities.
Reporting to the Senior Manager, Strategic Partnerships & Operational Excellence, the role provides strategic leadership across the design and operationalisation of data-enabled monitoring frameworks, performance reporting cycles, portfolio intelligence products, and supporting infrastructure that underpin SCV's Learning Health System and broader improvement agenda.
The position leads a small specialist team and works in close partnership with the Department and SCV Data and Analytics teams, program leads, Local Health Service Network teams and executive stakeholders to identify fit-for-purpose datasets, translate business and program requirements into analytical solutions, monitor initiative performance, identify emerging risks and opportunities, and support evidence-informed decision making.
The role also supports the Executive Director, Improvement through the coordination of health service performance monitoring cycles, synthesis of statewide and service-level intelligence, and preparation of high-quality strategic advice, reporting and recommendations.

About you:
Can you demonstrate the following?
- Lead the planning, establishment and continuous refinement of the Strategic Insights and Infrastructure portfolio, ensuring appropriate systems, governance, processes and delivery mechanisms are in place to support SCV's statewide improvement and monitoring functions.
- Prepare executive briefs, strategic reports, presentations, submissions and discussion papers that synthesise complex quantitative and qualitative information into practical recommendations.
- Apply advanced knowledge of Victorian health service operations, health performance monitoring, SCV strategic priorities and departmental reporting processes to build fit-for-purpose monitoring and oversight mechanisms
- Work closely with the DH/SCV Data and Analytics teams to define analytical requirements, source appropriate datasets, develop practical reporting logic and ensure data outputs are translated into actionable intelligence.
- Lead resolution of complex issues relating to data availability, reporting responsibilities, monitoring expectations, information quality and competing delivery priorities.
- Provide coaching, performance feedback and day-to-day leadership to build team capability in strategic reporting, analysis, stakeholder engagement and portfolio coordination.
Qualifications / Specialist Expertise
- A tertiary qualification in fields related to health administration, medicine, nursing, midwifery, paramedic, pharmacist or allied health would be desirable.
- A strong understanding of the Victorian health system, and knowledge of the department and its operating processes and information systems is essential.
- Demonstrated experience in strategic performance monitoring, data-enabled reporting, portfolio governance or complex program infrastructure establishment is highly desirable.
- Experience working with analytics teams and translating business requirements into measurement and reporting solutions highly regarded.
