Primary objective
Provide executive leadership of regulatory practice and reform within the Occupational Regulatory environment and the delivery of
business and skilled migration programs and provide expert legal advice to support these functions.
Context statement
Occupational Regulation and MigrationNT sits within the Business and Regions division of the department. The work unit is primarily
responsible for the regulation of relevant occupations within the remit of the department, driving legislative and policy reform, and
delivering skilled migration programs to grow a diverse population and workforce that supports Territory growth.
Key duties and responsibilities
1. Strategically lead regulatory practice and reform within the occupational regulatory environment and the delivery of business and
skilled migration programs.
2. Provide expert legal advice to the department's executive, occupational boards and team members with respect to occupational
regulation and migration.
3. Provide high quality and timely advice, briefings and reports on emerging issues within the portfolio to inform high level briefs
including ministerial briefs, legislative assembly briefs and cabinet submissions.
4. Act as in-house counsel and provide assistance to Boards in conducting inquiring relating to licensing and disciplinary matters.
5. Represent the department in relevant legal proceedings relating to the work unit.
6. Provide executive leadership and management of the Occupational Regulation and MigrationNT team, building team capability and
accountability to deliver branch and Government priorities.
7. Foster and maintain strategic partnerships and networks with relevant internal and external stakeholders to further the work of the
work unit.
8. As a member of the division leadership team, contribute to the leadership, delivery and direction of the branch to optimise outcomes.
Selection criteria
Essential
1. Tertiary qualification/s in a relevant discipline combined with relevant senior executive experience, or equivalent combination of
substantial relevant senior executive experience and education/training.
2. Demonstrated high level leadership skills to manage and lead a team, fostering a constructive workplace culture and deliver priority
outcomes for the Department and Government.
3. Demonstrated knowledge and experience in interpreting and applying relevant legislation, particularly in the occupational regulation
and skilled migration space, and providing legal advice on complex and diverse issues.
4. Demonstrated experience as legal counsel to an administrative body or similar.
5. Demonstrated ability to communicate with influence and engage and negotiate with a diverse range of stakeholders.
6. Demonstrated high level ability to achieve results by building organisational capability and responsiveness, implementing and steering
change.
7. Highly developed political awareness with a whole-of-government perspective, good understanding of the cross-cultural sensitivities
and issues in the NT.

This is an Executive Contract Officer position engaged under the Commissioner for Public Employment's Executive Contract
Determinations. Remuneration, leave and other terms and conditions are governed by those Determinations rather than the Northern
Territory Public Sector Enterprise Agreement.
