The Coordinated Client Support (CCS) Branch manages a range of programs and services to assist vulnerable clients to navigate DVA services and connect to supports to meet their wellbeing needs. Case management offered by CCS Branch is collectively referred to as the Client Support Program.
The Client Support Program (CSP) is a voluntary time limited case management program, which uses a clinical lens and trauma informed approach to support clients to meet their wellbeing needs. The program aims to streamline communication between clients, their families and DVA. Case management provides clients with a single or primary point of contact for all services within DVA and facilitates access to external support services.
The Complex Case Manager (Senior Clinical) is responsible for leading the provision of high-quality, veteran-centric, and trauma-informed case management practice across the Client Support Program. The role manages a caseload of highly complex clients and provides specialist advice and support to Complex Case Managers to ensure consistent, safe, and effective practice across the Branch.
DUTIES
As an
EL 1 Complex Case Manager – Senior Clinical you will be required to:
- Act as a primary point of contact to case manage clients and/or coordinate access to services for clients allocated through the intake system. Undertake a range of client assessments including intake assessments and risk assessments

Provide specialised case management and/or clinical expertise and advice to support and enhance the work of the Complex Case Managers within the Case Review Framework and the Mutually Respectful Behaviour Protocol

Be responsible for provision of Reflective Practice Supervision and collation of trends for Branch
-
Assist the Assistant Director in coaching and mentoring employees, manage performance, conflict and identify training needs
-
Engage with, contribute to, and promote branch-wide governance and quality assurance practices and protocols
-
Provide leadership across the Department, particularly in adapting to rapidly changing circumstances, with high level advice to the DVA senior executive and, as required, to the Minister and Commissions
-
Develop and manage key strategic relationships with a broad range of internal and external stakeholders, including representing the Department in high level discussions and negotiations
-
Contribute to the strategic direction to the section and Branch, including the development and implementation of business plans, strategies and priorities

Contribute to the Department’s strategic reform and operational business transformation to ensure quick and appropriate responses to a variety of competing priorities and/or vulnerable clients within assigned resources.
MANDATORY REQUIREMENTS
Pathway A – Clinical
Tertiary qualifications (Bachelor’s degree or higher) in a recognised clinical health discipline (e.g. Nursing, Psychology, Occupational Therapy, Social Work), or equivalent, with:
- Minimum 5+ years’ experience in a senior case management, clinical, or equivalent role, AND

Demonstrated experience working with:
- High-risk and complex clients, including those with

mental health conditions
-
trauma histories
-
challenging or escalated behaviours
-
co-morbidities (including substance use)
- Demonstrated capability in:
- Advanced risk assessment and management

Trauma-informed practice
-
Case formulation using bio-psycho-social approaches
Pathway B – Human-Centred (Capability-Based Entry)
Tertiary qualifications (Bachelor’s degree or higher) in a relevant human-centred or behavioural discipline (e.g. Human Services, Counselling, Public Health, Behavioural Science, Criminology, Rehabilitation Counselling), supported by:
- Minimum 5+ years’ experience in senior case management or equivalent roles, AND
-
Demonstrated experience managing:
- Complex, high-risk, or vulnerable client cohorts
-
Clients with challenging behaviours and psychosocial complexity
- Proven capability in:
- Risk assessment and escalation management
-
Trauma-informed case management practice
-
Multi-agency coordination and system navigation
Where applicants do not hold a traditional clinical qualification, they must demonstrate capability equivalent to clinical practice through extensive experience in complex case management, including advanced risk assessment, trauma-informed practice, and managing clients with high-risk or challenging behaviours.
ELIGIBILITY

Any successful candidate external to DVA offered employment will be required to undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
