About the role:
The Analyst will be a key member of the Investment and Commissioning branch in the Finance, Budget and Infrastructure Division. The Policy Analyst provides high quality research and analysis to support review and reform of health services funding arrangements across the health sector, with a focus on funding provided to community service organisations.
In particular, the role is responsible for:
- ;Applying policy concepts and tools and sound logic to support development of high-level strategic, policy, budget and funding advice on a range of complex health issues to executives, central agencies, and Ministers
- ;Using communication, negotiation and influencing skills to consult and liaise with key stakeholders, including negotiating with stakeholders that have competing interests and diverse perspectives, to support the resolution of complex health sector funding policy issues
- ;Using strong analytical skills to present thoroughly researched and pragmatic solutions to complex stakeholder needs, especially in relation to government funding.
- ;Working effectively as a member of a team and enjoy working flexibly across a variety of issues and priorities.
- ;Demonstrating initiative and contributing effectively to the team's strategic business planning and decision-making process to ensure a cohesive and collegiate approach to achieving team, divisional and departmental objectives.

About you:

- Plans and reviews work based on what is important to achieve, rather than what tasks are usually done; identifies or develops overall team goals and links strategies and actions required to achieve these goals.
- Prepares briefs, letters, emails and reports using clear, concise and grammatically correct language; ensures written communications contain necessary information to achieve their purpose; uses appropriate style and formats.
- Aware of, interprets and applies policies; drafts simple policies using research skills and consults with stakeholders; provides feedback on draft policies.
- Confidently conveys ideas and information in a clear and interesting way; understands and meets the needs of target audiences (the right information to the right people); welcomes constructive feedback; sees things from other's points of view and confirms understanding.
Qualifications/Specialist Expertise:
- A tertiary qualification in economics, public policy, accounting of a related discipline would be desirable.
Applicants with a tertiary qualification in other fields but with work experience in the above fields and experience in use of evidence, data analytics and visualisation or economic analysis would also be considered suitable.
- Knowledge and experience in government would be desirable.
