About the role:
This is an exciting opportunity to join the Continuous Improvement, Uplift & Technology (CIUT) within Victoria Police and contribute to the delivery of critical technology and business transformation projects that enable Victoria Police to keep the Victorian community safe.
The Digital Delivery and Transformation Division (DDTD) within CIUT provides a dedicated high-cadence delivery capability of fit-for-purpose digital solutions that support Victoria Police's objectives and enable its mission to keep members, employees, and the community safe.
We are seeking two experienced and versatile VPS6 Lead Senior Business Analysts to join our team and play key roles in the successful delivery of strategic business and technology initiatives. As one of our VPS6 Lead Senior Business Analysts, you will be equally comfortable operating in the early stages of an initiative – helping shape business opportunities, define requirements, develop business cases, and support procurement activities – as you are working within agile delivery teams to ensure solutions designed and built are aligned with business requirements.
Our VPS6 Lead Senior Business Analysts act as the critical link between business stakeholders and delivery teams, ensuring business objectives are translated into practical, high-quality solutions. You will lead analysis activities across the full initiative lifecycle, from discovery and planning through to delivery and business readiness, while mentoring stakeholders and contributing to the continuous improvement of our Business Analysis Practice.
Our ideal candidates will be well-rounded Senior Business Analysts who can comfortably move between strategic and delivery-focused work. They will have the capability to operate at the front end of initiatives, helping shape investment decisions, define business requirements, and support procurement activities; while also being able to embed within Agile delivery teams to drive backlog refinement, iterative requirements elaboration, and successful solution delivery. They will be pragmatic, adaptable, and capable of leading analysis activities in a variety of project, program, and operational contexts.

Your duties will include:

Lead business analysis activities across the full initiative lifecycle, from discovery and planning through to solution delivery and implementation.

Facilitate workshops, interviews, journey mapping sessions and stakeholder engagements to elicit, analyse and validate business needs, objectives and requirements.

Develop and maintain high-quality business analysis artefacts, including business cases, business requirements documents, process maps, operating models, impact assessments and other supporting documentation.

Support procurement and vendor engagement activities through the development of requirements for RFx processes, vendor evaluations and solution assessments.

Analyse current and future-state business processes, customer journeys and operating models to identify opportunities for business improvement and value realisation.

Translate business requirements into delivery-ready artefacts including epics, features, user stories, acceptance criteria and story maps that support incremental solution delivery.

Partner closely with Product Owners, Delivery Leads, and agile delivery teams to progressively elaborate requirements, refine solution scope and maintain a healthy, prioritised product backlog.

Lead backlog refinement, story decomposition and prioritisation activities, ensuring work is appropriately sequenced, understood and aligned to business outcomes.

Support and actively contribute to Agile ceremonies including sprint planning, backlog refinement, sprint reviews, showcases and retrospectives, helping ensure delivery teams have the clarity required to execute effectively.

Maintain end-to-end traceability between business objectives, customer outcomes, requirements and delivered capabilities, ensuring solutions achieve intended business value.
About You:
The successful candidate will ideally have the following skills and experience:

Demonstrated experience as a Senior or Lead Business Analyst delivering complex business and technology initiatives within government, highly regulated, or similarly large and complex organisations.

Proven ability to operate across the full initiative lifecycle, from strategic discovery, business case development, and procurement activities through to solution delivery, implementation, and benefits realisation.

Strong business analysis expertise across both traditional and Agile delivery environments, with the ability to adapt analysis approaches to suit varying initiative and delivery contexts.

Proven experience developing business cases, business requirements documentation, process models, operating models, and other analysis artefacts that support executive decision-making and investment approvals.

Strong capability in customer journey mapping, process modelling, value stream analysis, and story mapping to identify business needs, define solution scope, and support incremental delivery.

Demonstrated experience translating business requirements into epics, features, user stories and acceptance criteria, and supporting continuous requirements elaboration and refinement throughout delivery.

Strong understanding of Agile product and delivery practices, including backlog management, story decomposition, prioritisation, dependency management, release planning, and collaboration with Product Owners and Delivery Leads.

Excellent stakeholder engagement, facilitation and communication skills, with the ability to lead workshops, influence decision-making, build consensus, and effectively engage business and technical stakeholders at all levels.

Strong analytical and problem-solving capabilities, with the ability to navigate ambiguity, manage complexity, and translate strategic objectives into practical and actionable outcomes.

Tertiary qualifications in Business, Information Technology, or a related discipline, together with professional Business Analysis and/or Agile certifications (e.g. CBAP, CCBA, SAFe, Lean Agile).

Two (2) x full-time, fixed term contract positions for a period of 12 months from the commencement date.

These positions are located at Victoria Police Centre, 311 Spencer Street, Docklands.
