Join our Centre for Regulation and Enforcement at the Ministry of Health for an exciting opportunity to be part of the team enhancing health outcomes across the state.
This role provides a unique opportunity to lead critical statutory and administrative decision-making functions that support the NSW Tobacco Licensing Scheme and broader regulatory interventions. You will lead a team responsible for licensing decisions, short-term closure order processes, regulatory interventions, decision briefs, case management and the preparation of high-quality advice to support lawful, timely and risk-based regulatory action.
The role operates in a fast-paced and complex regulatory environment, working closely with compliance teams, legal advisers, senior executives and external agencies to ensure regulatory decisions are robust, procedurally fair and aligned with NSW Health’s public health objectives.

About the role
The Manager, Regulatory Operations – Licensing and Interventions leads the delivery of administrative decision-making and statutory intervention functions for the Centre. This includes overseeing licensing decisions, closure order recommendations, intervention processes, case management, quality assurance and reporting.
You will lead and develop a team responsible for preparing clear, evidence-based and legally robust decision materials. The role requires strong judgement, attention to procedural fairness, the ability to interpret and apply legislation, and the capacity to manage competing priorities in a high-volume regulatory environment.
The role also contributes to continuous improvement of licensing and intervention processes, ensuring the Centre can respond effectively to non-compliance, emerging risks and operational priorities.

What you'll be doing
You will be responsible for:
- Leading the Centre’s administrative decision-making work, including licensing decisions, regulatory interventions and closure order processes.
- Overseeing the preparation of high-quality decision briefs, recommendations, correspondence, notices and related statutory documents.
- Ensuring licensing and intervention decisions are evidence-based, procedurally fair, timely and consistent with legislative requirements.
- Providing expert advice to senior executives and decision-makers on licensing, closure orders, regulatory options and emerging operational issues.
- Working closely with compliance teams to ensure inspection outcomes, intelligence and evidence are translated into appropriate regulatory action.
- Managing workflow, quality assurance and team performance to support timely decision-making in a high-volume environment.
- Contributing to the development and improvement of systems, templates, guidance, business processes and reporting arrangements.
- Building effective relationships with internal and external stakeholders, including Legal Regulatory Services, NSW Police and other government agencies.
- Supporting the delivery of NSW Health’s tobacco and vaping control objectives through proportionate, risk-based and legally defensible regulatory action.
About you
We are looking for a confident and capable regulatory leader who can balance operational urgency with sound administrative decision-making.
You will bring:
- Demonstrated experience leading teams in a regulatory, licensing, compliance, legal, policy or operational environment.
- Strong knowledge of administrative decision-making principles, procedural fairness and the application of legislation in operational settings.
- Excellent written communication skills, including the ability to prepare or review briefs, recommendations, notices and correspondence.
- Strong judgement and analytical skills, with the ability to assess evidence, manage risk and provide clear recommendations.
- The ability to manage competing priorities and deliver high-quality outcomes in a fast-paced environment.
- Experience coaching staff, managing performance and building team capability.
- Strong stakeholder engagement skills, including the ability to work collaboratively with operational teams, legal advisers and senior executives.
- A commitment to public health outcomes and effective, proportionate regulation.
Essential Requirements
- Relevant tertiary qualifications in law, public policy, regulation, investigation or another relevant discipline, or demonstrated equivalent professional experience.
- Demonstrated experience working with legislation, regulatory frameworks or administrative decision-making processes.
- Demonstrated experience leading or supervising staff and managing complex workloads.

This role may involve supporting time-sensitive regulatory action and working closely with field-based compliance teams. The role operates in a complex and sometimes high-pressure regulatory environment.
