Community Housing Limited (CHL) is one of Australia's largest not-for-profit community housing providers, supporting people to access safe, secure and affordable housing. As we continue to grow our housing portfolio across Victoria, we are seeking an experienced and commercially minded Mobilisation Operations Manager to lead the mobilisation, operational readiness and transition of significant new housing service developments.
This 12-month Fixed Term Contract, is a unique opportunity to play a key leadership role in delivering large-scale housing initiatives, including GLM, HAFF and other major growth projects, ensuring services are established successfully and positioned for long-term operational excellence.
About the role
Reporting to the Victorian State Manager, you will take ownership of the end-to-end mobilisation of new housing management contracts and portfolios, leading the transition from contract execution through to operational service delivery.
Working across multiple business functions, you will ensure services are operationally ready, compliant, appropriately resourced and capable of meeting contractual performance requirements from day one.
Key responsibilities include:

Leading mobilisation and operational readiness programs for major housing contracts.

Developing and delivering mobilisation plans, governance frameworks and implementation schedules.

Coordinating workforce recruitment, onboarding and capability development activities.

Establishing reporting, compliance and quality assurance processes.

Supporting the transition from mobilisation to business-as-usual operations.

Managing operational performance, contractual obligations and service improvement initiatives.

Building strong relationships with government agencies, consortium partners, contractors and community stakeholders.

Providing operational leadership across cross-functional teams including Operations, Asset Management, ICT, Finance, Risk, Quality and People & Culture.
About You
You are a highly organised and influential leader with proven experience delivering complex mobilisation, transition or service implementation projects within housing, community services or government-funded environments.
You bring:

Relevant tertiary qualifications.

Significant senior leadership experience within community housing, social housing, affordable housing, government-funded services or a related sector.

Demonstrated experience leading mobilisation, implementation or transition activities for large-scale service contracts.

Strong stakeholder engagement and relationship management skills.

Experience managing contract performance, compliance and operational risk.

Exceptional communication, planning and project delivery capabilities.

Strong business acumen and the ability to work effectively across multiple operational functions.

A current Driver Licence.

Satisfactory Police Check and Working with Children Check.
Appointments are subject to satisfactory pre-employment checks, including Police, Working with Children and NDIS checks where applicable. All pre-employment checks will be arranged during onboarding.
