The Role
As part of the broader HR team, payroll supports all aspects of payroll, ensuring accurate and timely fortnightly pay and making sure the correct policies, procedures and systems are in place.
The Payroll Manager is responsible for overseeing all aspects of payroll processing and reporting, ensuring accuracy, compliance, and maintenance of payroll records, and the delivery of responsive, client centred payroll customer support.
This role involves managing payroll system administration, system enhancements, and detailed reporting using dashboarding reporting for senior executives and Council reports.
As a payroll system expert, you will lead a small team and possess expertise in payroll processing within an Aurion cloud environment, superannuation processing, tax compliance, and ability to effectively interpret enterprise agreement provisions in relation to allowance and other payroll related matters.
Position Duties
The Payroll Manager is required to supervise and provide support and guidance to the Payroll team ensuring the processing of a correct and accurate pay run as well as:
Specialist Advice

Deliver superior customer service to managers and employees, including provision of leave and other entitlement advice (incorporating but not limited to parental leave, salary packaging, car leasing).

Maintain a very good working knowledge of the Memorial’s Enterprise Agreement, payroll and financial processes and be readily available to explain them clearly to Memorial staff.

Provide advice to managers and staff on routine and complex payroll and leave matters.

Keep up to date with changes to payroll, taxation, and employment policies and legislation.
Aurion System Expertise
- Provide super user and subject matter expertise in the Aurion Cloud based system and development of tailored system functionality which meets organisational specific needs.

Undertake testing and implementation of system enhancements and platform upgrades

Function as payroll system expert ensuring data and system integrity, execution of quality related controls, and investigation and resolution of system issues.
Data Integrity Management and Auditing
- Aggregation and analysis of salary; leave and superannuation matters.

Ensure regular audit of systems access and payroll reporting and prepare documentation and evidence for external audit activities

Position management and archive of unfunded vacant positions in response to new financial year budget outcomes to assist in accurate workforce planning analysis.
Process and Procedure Design
- Preparation and maintenance of procedure manuals and process checklists to ensure the quality and transparency of payroll transaction processing.
Reporting and Dashboards
- Provision of regular management reports to the Executive, Corporate Management Group, line managers in business areas, and a range of external government agencies (including by not restricted to Workplace Gender Equality Agency, Australian Public Service Commission, Parliamentary Questions on Notic), as well as other inputs to support business planning, reporting and risk management.
Team leadership and development
- Management of performance, resources and processes within the team, working to ensure continuous improvement and enable others' learning and engagement.
Budget Management
- Manage the payroll operating expenses within budget and financial delegations.
Position Eligibility
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
