Location –Hybrid working arrangement with 50% office attendance – various office locations around NSW

Salary – GR11/12 $ 149,739 - $ 173,174 plus superannuation
Your role

Homes NSW is a division of the Department of Communities and Justice. It brings together the housing and homelessness functions of the Department of Communities and Justice, the NSW Land and Housing Corporation, Aboriginal Housing Office and key worker housing functions from across government all under one roof.
Homes NSW leads work to deliver more social and affordable housing, end the cycle of homelessness, and deliver quality public housing to our 262,000 tenants across NSW.
Homes NSW has an important role to play in providing ‘leadership and direction’ for the housing and homelessness system in NSW, with the aim of using our limited resources across the service system to best meet the needs of vulnerable people and households who need housing assistance and support.
One of the focus areas in the implementation of our stewardship role is supporting a consistent approach to working with key service system partners through the various elements of local collaboration networks. Key partners include Homes NSW Housing Services, Aboriginal and mainstream community housing providers (ACHPs & CHPs), specialist homelessness services (SHS) including Aboriginal community-controlled organisations (ACCOs) and other health and social supports. – To achieve consistent operation of local collaboration networks across NSW long term, a Service System Coordination team is being established to be the representatives on the ground for Homes NSW as an agency, as stewards of the housing and homelessness service systems.
The Service System Coordination team will act as partnership and collaboration facilitators supporting local collaboration networks to thrive. The team will act as the Homes NSW ‘eyes and ears’ on the ground, knowing what is happening locally, and connecting local responses with Homes NSW strategic priorities.
What you’ll do
Establish and lead the new Service System Coordination team to support partnerships and collaborations to strategically respond to housing and homelessness issues in a local collaboration network area.
Support the Service System Coordination team to bring together local service partners in a defined area to coordinate governance and service delivery responses to local housing and homelessness issues.
Acts as a representative of Homes NSW as a steward of the housing and homelessness system in the local collaboration networks they support.
Provide leadership to effectively manage the Service System Coordination team consistent with the strategic direction of the organisation and maintain an outcome-oriented culture of teamwork, achievement and accountability.
Through this leadership, embed local collaboration frameworks to support service partners to share knowledge, data and resources and plan, monitor and problem solve to coordinate local housing and homelessness responses.
Provide proactive and evidence-based expert advice and reports to senior leaders to ensure that any work of the team that may impact current business and future decision-making are fully considered.
Lead with influence and actively manage key internal and external stakeholder relationships to support achievement of Homes NSW’s strategic objectives.
Lead and drive team management, work planning, coaching and professional development initiatives to align resources and deliver priorities.
Manage resources, budgets, projects and staffing to maximise achievement of goals and to ensure staff have the required levels of skills and performance.
What we’re looking for
Demonstrated experience leading complex partnership, strategy or service delivery initiatives within government, housing, human services or comparable sectors, including delivery across multiple workstreams.
Demonstrated experience in community engagement, partnership development or delivery of large-scale programs or reforms within complex organisational or government environments.
Strong understanding of, and ability to apply, policy and system-level thinking within housing, homelessness or related service systems, or demonstrated transferable experience in similarly complex policy or reform contexts.
Demonstrated experience engaging and influencing diverse stakeholders, including government, delivery partners and/or sector representatives, to achieve strategic outcomes.
Knowledge of legislation, government processes and policy frameworks relevant to public sector service delivery or demonstrated ability to interpret and apply legislative and policy frameworks in comparable environments.
