- Chief Commissioner – Fixed term appointment (full-time)
- Commissioner – Fixed term appointment (part-time, equivalent to 0.6 FTE)
About the Commission
The NSW Independent Casino Commission (NICC) is an independent statutory body, constituted under the Casino Control Act 1992 (the Act). The NICC is responsible for the supervision and regulation of the NSW casino industry, upholding the highest standards of integrity, overseeing reform of the sector and monitoring and enforcing compliance with regulations.
The NICC is subject to the control and direction of the Minister in exercising its functions. However, this does not apply to the content of advice, reports or recommendations to the Minister, or to decisions relating to casino licences, licence conditions, disciplinary action, or other approvals under gaming or liquor legislation.
A selection panel, appointed by the Minister for Gaming and Racing, the Hon David Harris MP, will identify suitable candidates for the roles, as required under section 139A of the Act.
About the roles
The Chief Commissioner leads and governs the NICC in order to ensure strong and robust regulatory oversight, monitoring and decision making in relation to casinos in NSW, including overseeing stringent controls to prevent money laundering and other criminal activity, and to ensure the people of NSW have confidence that casino operations are free from criminal influence and operate in accordance with government and community expectations.
This is a full-time role of leadership, decision-making and governance. The Chief Commissioner leads the NICC providing oversight and guidance to the Commissioners and NICC staff who are delegated operational management duties and functions.
Commissioners contribute to the work of the NICC by providing expert advice and participating in decision-making across a range of casino regulatory matters, including license applications, probity assessments and compliance oversight.
All appointees work collaboratively through Commission meetings to support governance, decision-making and delivery of the NICC’s regulatory strategy.
The NICC Code of Conduct imposes requirements to disclose any conflicts of interest, and the roles are subject to undertakings not to disclose any information held by the NICC except in the exercise of functions under the legislation.
About you
For the Chief Commissioner role, applicants must be a Judge, former Judge, or a lawyer of at least seven ( years’ standing.
For both roles, applicants should have strong knowledge and understanding of regulatory frameworks and corporate governance, and experience in one or more of the following areas:
- government and/or commercial
- public health and social services
- highly regulated industries
You will have extensive experience in facilitating sensitive deliberations that involve stakeholder groups with strong and opposing views in a complex and highly contested environment. Your experience in balancing competing interests and demands will be crucial to your success in this role.
