Scope of Work:
Due to continued growth and recent project awards, NRW Civil & Mining are seeking an experienced Services Manager to join our high-performing Civil team on major infrastructure projects. The Services Manager will be responsible for the end-to-end management, coordination and delivery of utility and underground/overhead services packages across major civil infrastructure projects, including roads, rail, bridges, light rail and major earthworks.
Working closely with project teams, design consultants, clients, local authorities and third-party utility asset owners, you will play a key role in ensuring service relocations, protection works and new installations are delivered safely, on time, within budget and in accordance with approved designs, specifications and regulatory requirements.
To be considered for the position as a Services Manager you must possess the following as a minimum:
- Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Construction Management or equivalent technical experience, or a suitable trade qualification such as an electrical trade
- Minimum 8 years' experience within the civil infrastructure industry, with at least 3–5 years' experience specialising in utility/services coordination or management
- Demonstrated experience working on major infrastructure projects, including roadways, rail networks, urban redevelopment or major earthworks
- Strong understanding of utility asset owner standards, technical guidelines, approval processes and requirements
- Demonstrated experience coordinating with utility authorities and third-party service providers including power, water, gas, telecommunications, stormwater and sewer authorities
- Experience managing utility relocations, service protection, new installations and complex service interfaces
- Strong understanding of service proving and investigation methodologies, including potholing, GPR and Dial Before You Dig information
- Proficient in CAD/BIM software, with experience using platforms such as Navisworks, MicroStation or AutoCAD for utility modelling and clash detection
- Strong understanding of construction sequencing and the integration of services works into broader project programs
- Demonstrated experience managing subcontractors, work scopes, tenders and commercial arrangements
- Strong understanding of risk management associated with utility interfaces, service disruptions and potential project delays
- Strong communication and interpersonal skills, with the ability to build effective relationships with clients, utility authorities, subcontractors and project teams
- Ability to work autonomously while contributing effectively within a broader project team
- Strong commitment to safety, quality and environmental requirements
Reporting to the Project Manager or section lead, you will be responsible for but not limited to:
- Act as the primary point of contact for third-party utility asset owners, including power, water, gas and telecommunications authorities
- Obtain, manage and track utility authority approvals, permits, access agreements and connection requirements
- Coordinate third-party utility crews and subcontractors undertaking diversion, protection and connection works
- Review designs, drawings, Dial Before You Dig documentation and utility information to identify potential service clashes
- Coordinate service investigations including potholing, GPR and service proving to establish accurate utility locations
- Work with design teams to develop practical and constructible service diversion and protection solutions
- Develop and maintain the services relocation schedule and integrate services activities into the overall project program
- Prepare scopes of work, assist with tender evaluations and manage subcontractors delivering utility works
- Monitor expenditure, variations and risks associated with utility interfaces and potential project delays
- Conduct field inspections to ensure services works comply with approved designs, specifications and utility owner requirements
- Manage high-risk utility interfaces including Permit-to-Dig requirements and exclusion zones around high-voltage powerlines and high-pressure gas mains
- Provide technical and construction support to Engineers, Supervisors and project personnel
