About the Role
Provide support to the Head of Underwriting and HBCF Underwriting team through the provision of technical expertise, coaching, alerts monitoring, peer review program and leading the development of training activities to maintain and uplift the capabilities of the HBCF Underwriting team. A key aspect of the role will be to work with Team Leaders to develop, implement and coordinate mentoring, coaching and the training of the HBCF Underwriting team. The role is responsible for the co-ordination of underwriting, operational and regulatory reporting and will be a key point of contact with GI&C Quality Assurance team working together to ensure robust processes, controls and required outcomes are consistently met by the HBCF Underwriting team.

Duties
It’s an exciting time at icare where no two days are the same; as an HBCF Technical Specialist (Underwriting Quality & Technical Lead) you will:
- Develop and maintain specialist and technical expertise in insurance and builder solvency risk management which is used to develop a thorough understanding of the scheme builder insolvency exposures and to drive underwriting performance improvement and HBCF scheme outcomes.
- Mentor and coach Underwriting team members on developing skills and understanding on HBCF Underwriting policies and processes, complaint and dispute handling procedures to ensure compliance with the approved Underwriting guidelines.
- Provide technical expertise and advice on complex underwriting issues that will enable the underwriting team to effectively manage and resolve complex underwriting issues.
- In consultation with the GI&C Quality Assurance team ensure the development of a robust, fit for purpose HBCF Quality Assurance program that will support delivery of compliant underwriting and long term scheme sustainability. Coordinate the resolution of adverse QA findings through development of appropriate policy or procedures to close identified QA issues
- Actively manage and monitor builders emerging risks through daily alerts to ensure all alerts are actioned appropriately
- Manage special eligibility reviews and peer reviews undertaken and present findings on the action taken in compliance with Eligibility Manual
- Conduct regular reviews on compliance performance and control effectiveness, identifying areas for improvement and making recommendation for processes adjustments
- Manage and maintain the HBCF risk register, ensuring all open issues/incidents are addressed appropriately in accordance with icare’s policy
- Oversee and maintain the quality and integrity of risk information in the business’ risk system.
- Engage with and foster key internal relationships, including Risk & Governance and internal audit (i.e. 2nd and 3rd lines of defence) to facilitate reliance on / leverage of assurance activities as appropriate and to address any requirements of the icare Board Audit & Risk Committee.
- Engage with and foster key external relationships including the regulator and external auditor to ensure all regulatory reporting and compliance requirements are met and ongoing awareness of relevant external industry developments and ongoing effectiveness
- Manage ad hoc initiatives in relation to compliance and privacy breaches and provide reporting on these initiatives as required
Skills & Experience
- Tertiary qualifications in business or equivalent knowledge and skills acquired through extensive practical experience
- Well-developed understanding of business risk, mitigation and assurance strategies
- Extensive experience (7 to 10 years) in underwriting coaching, developing and embedding strong conduct &/or risk programs and strategies whilst creating and
- maintaining strong partnerships and engagement with executives and senior management to drive results throughout the business.
