Workforce Mobility Lead
Lead and facilitate workforce mobility policy, process and redeployment programs for the department for surplus employees. Help drive fair, high-quality employment opportunities in a supportive, collaborative team environment. Resolve complex HR and workforce issues supporting workforce mobility to meet the changing needs of the department's workforce. Design and streamline processes across the division to improve stakeholder experiences.
Your new role
Join the People Strategy and Operations division for 12-months to support workforce mobility, there are two positions available that will work as a small team with a shared VPS4 resource.
Workforce Mobility Lead – People Services
Customer and process focused Lead will sit in the People Services team. This role will lead functions supporting the efficient delivery of end-to-end people services for employees. The Lead will be responsible for maintaining and reporting on data for unattached employees in the program and supporting the redeployment function.
Workforce Mobility Lead – Policy & Workplace Relations
Policy and procedure focused Lead will sit in the Policy and Strategy team. This role will lead functions supporting the policy framework and department obligations for surplus employees. This role will be responsible for the management of unattached employee's and supporting the redeployment approach for the department.
The Workforce Mobility Lead role will:

Deliver redeployment programs by building collaborative stakeholder relationships, communicating status of employees and overall program outcomes.

Proactively engage with surplus employees, hiring managers and key stakeholders, providing sound recruitment advice, data analytics and reporting, and ensuring a seamless experience for all parties.

Identify and maintain standard operating guidelines for redeployment programs

Apply knowledge of departmental and VPS common policies, frameworks, and employment agreements to ensure fair and compliant recruitment outcomes.

Proactively identify, investigate, and resolve complex people issues using sound judgment, initiative, accountability and strategic problem solving.

Utilise strong written and verbal communication to collaborate with the broader team to respond to a diverse range of policy, recruitment requests and queries within a timely manner.

Support leadership and the broader team by championing change and contributing to continuous process improvements with workforce mobility at the core.
About you
The successful candidates will possess:

Demonstrated experience in managing people, policies, processes and systems such as eduPay, Springboard, ServiceNow, or related HR systems.

Demonstrated experience and understanding managing workforce change and impacts including Machinery of Government, from a policy and process perspective, including redeployment and end-to-end recruitment activity.

Lead a small team and lead collaboration with teams in the People, Strategy and Operations Division on sensitive people cases.

The ability to work independently and collaboratively as required, balancing an autonomous portfolio whilst maintaining collaborative team relationships.

High attention to detail, with strong written and verbal communication skills, and the ability to manage sensit ive information with discretion.

Excellent relationship-building skills with the ability to influence, guide, and support employees and hiring managers.

Sound judgment and strong prioritisation skills, with the ability to interpret complex information and communicate advice clearly and confidently.

Demonstrated capability in analysing issues, troubleshooting, and recommending evidence-based solutions.

Agile mindset with experience supporting change initiatives, system enhancements or process improvements.
Knowledge and understanding of VPS policies, procedures, and practices is highly desirable.
