Primary objective
To undertake objective and systematic analysis of the Division of Emergency Medicine’s performance in relation to safety and quality indicators
and financial performance, to meet the Division’s Service Performance Agreement and Top End Health Service (TEHS) Service Delivery Agreement.
Context statement
The Top End Health Service (TEHS) is committed to delivering on the strategic directions of the Department of Health and as such is accountable
for service delivery of high quality, safe and efficient care. The services from within the Division of Emergency are delivered across Royal Darwin
and Palmerston Hospitals and work in collaboration with key partners in delivering integrated services across TEHS.
Key duties and responsibilities
1. Monitors Division performance under the Performance/Service Delivery Agreements.
2. Provide leadership and guidance to staff within the Division about the performance framework and Service Delivery Agreements.
3. Develop comprehensive and meaningful reports, enabling effective monitoring of financial and business performance, and identify/ explain
variance(s) to budget.
4. Key contributor in the coordination and development of business cases and other submissions in relation business need.
5. Undertake analysis and research on a range of performance issues and provide analytical support within the Division.
6. Prepare reports and briefs that clearly articulate the results of data analysis and identify key performance issues.
7. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to
ensure high quality, safe services and workplaces.
8. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
9. Manage administrative team to support divisional performance.
Selection criteria
Essential
1. Highly developed interpersonal skills, with proven ability to effectively engage with key stakeholders, ability to influence and negotiate
successful outcomes across a range of audiences, with the ability to clearly articulate complex concepts and critical issues.
2. High-level analytical skills to identify and analyse issues, with capability to deliver high-level written reports.
3. Demonstrated ability in identification and implementation of process improvement to strengthen internal controls and compliance.
4. Proven ability to prioritise and deliver multiple deliverables, within strict timelines.
5. Ability to interpret and understand Funding Service Agreements and other contractual arrangements with external parties.
6. Demonstrated high-level decision-making and ability to exercise independent judgement under broad direction.
7. Demonstrated experience in performance reporting, data analysis and systems improvement, in a service delivery environment.
8. Demonstrated high level of organisational skills and managerial experience, with a proven ability to maintain a clear focus on delivering
business outcomes for the Division of Emergency Medicine.
Desirable
1. A degree or tertiary qualification or equivalent experience in health, public administration, business or financial management.
2. Experience within the Health Sector and familiarity with Government IT systems.
