Primary objective
Provide strategic leadership over budgeting, financial reporting and resource management across the agency and the two
government business divisions (GBDs) - Data Centre Services and NT Fleet, supporting the timely, accurate and compliant Budget
and financial performance reporting to the Chief Financial Officer, Chief Executive Officer and Senior Executives.
Key duties and responsibilities
1. Lead the development, implementation, monitoring and reporting of operating and capital budgets across the agency and GBDs,
ensuring alignment with approved funding, government priorities and financial frameworks.
2. Establish and maintain robust budget governance, controls and processes to support accurate forecasting, transparent reporting
and compliance with legislative, policy and financial management requirements.
3. Partner with senior management on complex budget and financial management matters, providing advice and recommendations
to strengthen budget development, monitoring, forecasting, reporting, and financial performance.
4. Conduct advanced analyses and monitor the integrity of system-based financial information, investigate data anomalies,
problems and trends and make recommendations.
5. Lead and manage specific complex projects with agency-wide implications and mentor and develop a small budget team,
fostering a culture of continuous improvement.
6. Produce high-level financial briefings and correspondence including Ministerial briefs, Legislative Assembly briefs, Estimates
Committee briefs, Cabinet Submissions, Financial Statements, Annual Reports and business cases.
7. Develop and maintain strong relationships with clients and key stakeholders, and drive efficiencies through enhanced digital
and data capability, leveraging optimised tools and improved data accessibility to support effective resource management and
decision-making.
Selection criteria
Essential
1. Highly developed knowledge of budget development and financial management strategies and frameworks, policy
development, allocation of financial resources, accrual accounting concepts, and the budget and financial management cycle.
2. High level judgement, conceptual and analytical ability including strategic opportunities for improved budget and financial
performance within operational, legislative and regulatory frameworks.
3. Demonstrated experience in operating systems used in forecasting, managing and monitoring expenditure and component
costs.
4. Well-developed knowledge and understanding of financial systems, policy and project management skills with the capacity to
develop practical, innovative solutions to complex, multifaceted problems.
5. Strong and effective leadership capabilities and the skills to positively influence and contribute as an effective team leader.
6. High level self-management, motivation and organisational ability with the ability to manage competing priorities.
7. Proven performance providing high level client services and developing productive working partnerships with a diverse range
of clients, with highly developed written communication skills and demonstrate the ability to prepare and present financial
reports, briefing, submissions and correspondence for senior management.

Desirable
1. Tertiary qualifications in accounting, commerce or business, and membership of a professional accounting body.
