The Director, Early Childhood Investment Strategy Branch is a key position for the Department's delivery of the Infrastructure components of the Best Start, Best Life reforms.
The role leads a branch of around 30 people, planning and coordinating the delivery of infrastructure needed to ensure the successful implementation of the Three-Year Old Kindergarten and Best Start Best Life Reforms.
This branch plays a crucial role in analysing all SA2s to identify where kindergarten infrastructure is required to meet demand to support the implementation of the Best Start Best Life (BSBL) reforms, and the enabling strategic environment for the BSBL program.
The branch leads the policy and strategy development for a substantial and long-term government investment program. It is responsible for development of the relevant business cases and engagement through the budget and cabinet process throughout the year.
The branch must be collaborative, and solutions focused to provide advice on priority kindergarten demand areas and identify infrastructure responses, and leading strategic-level program and budget oversight for the BSBL reform. The branch works in partnership with Asset Strategy Branch to support development of key foundational policies and guidelines such as the asset management and maintenance policy for early childhood facilities and embed monitoring in line with the Department's ECE Strategic Asset Management Plan.

The role has the following accountabilities:

Works with teams across the three branches as well as other department areas to lead the strategic implementation of early childhood reforms through the provision of strategic budget and data management advice and products.

Works with teams across the State Projects and Sector Partnership branches as well as other department areas to lead the strategic implementation of the infrastructure component of the early childhood reforms.

Leads and undertakes cross-portfolio tasks and coordinates the flow of information and tasks across the three branches.

Undertakes analysis of supply and demand for kindergarten at an SA2 level across Victoria. This work provides the evidence-base to support the recommendation and selection of a pipeline of infrastructure projects
The role requires:

Experience in developing and implementing delivery and/or government programs.

Experience in managing complex budgets.

Highly developed analytical and conceptual skills and a demonstrated capacity to develop and drive innovative business improvement strategies.

Evidence of outstanding verbal and written communication skills, interpersonal and negotiating skills and the ability to use these to lead and motivate internal staff and external stakeholders.

Ability to manage a broad spectrum of relationships and partnerships within a highly complex multi-stakeholder environment and building the capability of others to manage these relationships.

Experience in clearly defining role expectations, monitoring performance, providing timely and constructive feedback, facilitating employee development (including coaching and training opportunities), and managing conflict effectively.

Experience in modelling and delivering customer service excellence and the capability to embed the VSBA Customer Service Charter in the branch's work.
