About the role
Reporting to the Director, Chief Information Officer and Assistant Commissioner, Continuous Improvement, Uplift and Technology, this role provides enterprise leadership of Victoria Police's digital operations, technology services and technology modernisation agenda. You will lead the delivery of critical technology services, major projects and strategic digital initiatives, ensuring technology solutions are secure, sustainable, scalable and aligned to organisational priorities.
You will be accountable for technology operations, service delivery, technology risk management, strategic technology partnerships and the delivery of complex digital transformation initiatives. This includes oversight of technology investment prioritisation, benefits realisation, outsourced technology service providers and critical technology platforms that support frontline policing and organisational operations.
As a member of Command, Victoria Police's senior leadership group, you will contribute to organisational strategy and provide whole-of-organisation leadership, ensuring technology services and investments enable operational excellence, innovation and improved outcomes for employees and the Victorian community.
Key responsibilities

Provide strategic leadership across digital operations, technology services and enterprise technology delivery in a complex operating environment.

Lead engagement with external service providers and strategic partners in the delivery of technology services, projects and major developments.

Drive technology modernisation initiatives across cloud, data, artificial intelligence, mobility, digital platforms and legacy system remediation.

Ensure the reliability, availability and performance of critical technology services and platforms that support operational policing outcomes.

Provide authoritative advice to senior executives, government and governance forums on technology risks, investment decisions and digital transformation priorities.

Lead technology risk management and assurance, ensuring appropriate governance, controls and executive oversight of major programs and services.

Drive technology investment prioritisation and benefits realisation, ensuring value for money, reduced duplication and long-term sustainability.

Foster a customer-centred approach to technology delivery that improves employee experience, operational effectiveness and community outcomes.
About you
You are an accomplished technology executive with a strong record of delivering enterprise technology services, digital transformation and strategic business outcomes in large, complex environments. You bring:

Extensive experience leading technology operations, service delivery and enterprise technology transformation programs.

Demonstrated capability to lead and deliver complex operational, business and strategic IT initiatives in dynamic environments.

Strong expertise in information technology, information management and information security principles.

Proven experience managing significant outsourced technology service contracts and strategic vendor relationships.

Outstanding stakeholder engagement skills, with the ability to build trusted relationships with senior executives, government representatives and key partners.

Exceptional communication skills, including experience preparing executive, ministerial and governance-related technology briefings and reports.

Strong strategic thinking, innovation and problem-solving capability, with a demonstrated ability to translate strategy into organisational outcomes.

Proven leadership capability with experience developing high-performing teams and fostering a culture of trust, accountability and continuous improvement.

Highly developed judgement, resilience and ethical leadership aligned to Victoria Police values and standards.
Requirements and relevant information

A relevant tertiary qualification is desirable.

Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.

The successful candidate will be required to enter into an Executive Officer Contract of Employment for a period of up to five (5) years.

The successful candidate will be required to undergo pre-employment checks, including fingerprint checks and misconduct screening.

The successful candidate will be required to obtain and maintain the appropriate National Security Clearance for the position.
